The Scope of the Work includes, but is not limited to: o Earthwork o Clearing, Grubbing, Demolition, and Removals o Cold Planing o Roadway and Structure Excavation o Dig-out Reconstruction o Aggregate Base and Lean Concrete Base o AC (AC - HMA, RHMA, & ARHM) Pavement Overlay o Chain Link Fence o Guardrail System o PCC Structures (Retaining Walls) o PCC Bus Pads, Curb, Gutter, Median, Sidewalks, Handicap Ramps, and Cross Gutters o Light Weight Concrete Structural Concrete o Structural Concrete Backfill o Temporary Water Pollution Control o Permanent Erosion Control o Drainage System o Adjust Manhole Frame and Cover o Dry Utilities Coordination o Temporary Traffic Control o Traffic Signing, Striping, and Markings o Landscape and Irrigation o Electrical (Traffic Signal, Street Lighting, Ramp Metering, Interconnect) SB 854 bill signed into law on June 20, 2014, established a new public works contractor registration program to replace prior Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-funded and other specified public works projects. The Department of Industrial Relations (DIR) requires all contractors and subcontractors who bid or perform work on a public works project (as defined under the Labor Code) be subject to a registration and annual renewal fee. Contractors must apply online and meet minimum qualifications to be registered as eligible to bid and work on public works projects. The requirement to list only registered contractors and subcontractors on bids became effective on March 1, 2015. The requirement to only use registered contractors and subcontractors on public works projects applies to all projects awarded on or after April 1, 2015. THIS PROJECT SHALL COMPLY WITH THE REQUIREMENTS OF SB 854. Substitution of securities for any monies withheld by the City of Lancaster to ensure performance under this contract will be permitted in accordance with Section 22300 of the State of California Public Contract Code. The City of Lancaster does not discriminate on the basis of race, color, national origin, sex, religion, age, or disability in employment or the provision of services. Pursuant to California Labor Code Section 1771, the successful bidder will be required to pay not less than the general prevailing hourly wage rates, as determined by the Director of the Department of Industrial Relations, for all workers employed on public works. Copies of the prevailing rate of per diem wages are on file in our principal office and will be made available to any interested party upon request. The Specifications and the Notice Inviting Bids shall be considered a part of any contract made pursuant thereto.
