Public Service Department Rock Salt. Each bid shall be accompanied by a Bid Bond in the amount of ten percent (10%) in the form of a Bid/Performance/Payment Bond, Certified Check, Cashiers Check or Irrevocable Letter of Credit. Such Bid Bond shall be returned to all unsuccessful bidders upon award of the contract and to the successful bidder who is required to submit a fifty percent (50%) Performance Bond. No responsibility will be attached to the City of Portsmouth for the premature opening of a bid not properly addressed and identified as a bid on the outside of the envelope. All prices shall be F.O.B. Portsmouth, Ohio. Bids are to be mailed to: Public Service Department 55 Mary Ann Street Portsmouth, Ohio 45662 The right is reserved by the City of Portsmouth to waive informalities not inconsistent with law; to accept any portion or portions of any bid; to increase, decrease or omit any item; to reject any or all bids; and to negotiate with any vendor or group of vendors; and to make award to the lowest and/or best bidder.
