Site work and paving for a road / highway in Williamstown, Kentucky. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.
This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. Project Manager - Ellen Gregory, P.E. User Division - Highway Design Approximate Fee - $1,000,000 Preliminary Engineering & Environmental Services (Lump Sum) Project Funding - SPP Funds (State Funds) Project Length - Approximately 3.8 miles US-25 is located west of, and parallel to the Norfolk Southern Railroad. The close proximity to the railroad creates a hazardous condition when trains are blocking the crossing to KY-491, backing up traffic and creating long delays. There is no stacking distance for vehicles waiting to travel east on KY-491 across the railroad tracks, forcing vehicles to wait on US-25, delaying the through movement due to the lack of turn lanes and the lack of sufficient storage. US-25 through this area has narrow shoulders and vertical issues, which greatly limit the sight distance. Entrances are located in a manner that limit sight distance for those entering or exiting the highway. There are numerous accidents throughout this corridor located at these cross streets and entrances. This project will provide adequate sight distance and storage areas for vehicles to safely turn onto or exit US-25. The Consultant team may include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan would demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. If included, an additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. No additional points will be provided in the Evaluation Factors for the DBE Participation Plan. First Selection Meeting: November 7, 2022 Final Selection: November 21, 2022 Pre-Design Conference: November 30, 2022 Consultant Fee Proposal: December 9, 2023 Contract Negotiations: December 21, 2022 Notice to Proceed: January 11, 2023 The method of contractor selection has not been determined at this time.
