Renovation of a residential development in Kingston, New York. Completed plans call for the renovation of a residential development.
Background The Weatherization Assistance Program (WAP) is administered in New York State by New York State Housing and Community Renewal (NYSHCR). The funding for this program is provided by the U.S. Department of Energy (DOE) and the U.S. Department of Health and Human Services (HHS). ARPA projects are being funded through WAP. The electrification and energy conservation measures funded through ARPA for Spring Brook Village (3 Garraghan Drive, Kingston, New York) range from installing: solar panels on roofs for each of 5 buildings comprising Spring Brook Village; new more efficient PTHPs, two per apartment; new bathroom fans in each full bath; and new refrigerators. WAP services are delivered through a state-wide network of local service providers, referred to as subgrantees. UCAC (Ulster County Community Action Committee, Inc.) is a Subgrantee of WAP. Spring Brook Village Overview Address: 3 Garraghan Drive, Kingston, New York 12401 Buildings: 5 Bldg. 1: 70 units Bldg 2: 16 units Buildings 3-5: 12 units each Apartments: 122 -1 Fan per Apartment total of Studios: 8 1 Bedroom: 20 2 Bedrooms: 70 3 Bedrooms: 24 Property Condition/Description Constructed in 1970's. Rehabs done in 1987, 2005 and 2016. Property participated in 2011 when it received new heat pump water heaters, new PTHPs, Insulation, Air Sealing, Water Saving Measure and Lighting Upgrades. Envelope: In 2016 received new Energy Star vinyl windows (U=.28) and 3" of continuous EIFS (R-11). Roofs were replaced with EPDM over tapered rigid insulation adding R-40 insulation. Mechanical: Units are heated with both baseboard resistance heat and through wall PTHPs which also provide cooling. Baseboard strip heat is presently controlled by Sentient Building thermostats with low and high setpoints as well as nighttime sebacks. Plumbing: Domestic hot water is produced by 41 semi-central electric resistance tank hot water heaters with a range of age and types on site. Plug Loads: Exterior and interior lighting upgrade to LEDs in 2011 and 2016. Appliances also range in age and types on site, some last replaced in 2005. All services will be done pursuant to agency specifications. The successful bidder(s) must maintain proper insurance coverage throughout the contract, per stated requirements, and have the capability to complete the project in a timely manner. Conditions of Bid: All costs incurred in the preparation of the bid will be the responsibility of the bidder and will not be reimbursed by Ulster County Community Action Committee, Inc. It is a condition of the bidding process, that the bid proposal, once submitted, may not be modified. Information needed for the Bid Package 1. Non-Collusion form (enclosed) 2. A completed W9 Form (enclosed) 3. Both Worker's Compensation and Liability Insurance 4. Pollution Occurrence Insurance (POI)* Subcontract Agreement (DHCR #33). NOTE: The subcontractor(s) that is awarded the Bid(s) will be required to sign this agreement with Ulster County Community Action Committee, Inc. - Weatherization Assistance Program. Bids received after the time and date stated for bid opening, will be considered as not in keeping with the bidding process and may, therefore, be rejected. Furthermore, it is a condition of the bidding process, that bid proposals, once submitted, may not be modified. Failure by the contractor to comply with any part of this bid package may result in disqualification for inclusion on the Bidders List. Review Process Ulster County Community Action Committee, Inc. Weatherization Assistance Program will thoroughly review all submissions and reserves the right to make an award without further discussion of the bids submitted based on this review. The bids received must be evaluated to determine the lowest responsible bidder. (The term "responsible bidder" is defined as a bidder likely to do a faithful, conscientious job, and to promptly and accurately fulfill the contract.) The award shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions stated in the contract agreement and further enumerated in the contract. Preferred are bidders who perform the work themselves and not subcontracting to other entities. Furthermore, the bidder's integrity, compliance of public policy, experience, financial and technical resources will be of consideration in the bidding process. The award shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions stated in the contract agreement and further enumerated in the contract. Preferred are bidders who perform the work themselves and not subcontracting to other entities. Furthermore, the bidder's integrity, compliance of public policy, experience, financial and technical resources will be of consideration in the bidding process. Ulster County Community Action Committee, Inc. reserves the right to reject any and all bids received and reserves the right to use any bidder that has submitted a bid and is not the lowest bidder when the need or circumstances dictate. For example, if the lowest bidder cannot handle the volume of work, then we reserve the right to use the next lowest bidder.
