The email "Subject" must include (facility name, project name, date and time of Pre-Proposal Walk Through Meeting) PROJECT DESCRIPTION/SERVICES REQUESTED The DNR seeks the services of a qualified engineer to develop plans for the following needs at Bald Mt. Recreation Area: The replacement of the Beach Toilet Building. The existing building is old, outdated, and in need of repairs. The design and construction of a new building is needed to meet the needs and current standards of the park users. o The replacement of the water distribution system throughout the park. The Professional Services Contractor (PSC) is to provide Phase 300 Schematic Design, Phase 500 Final Design / Bidding Documents, Phase 600 Construction Administration - Office Services, and Phase 700 Construction Administration - Field Inspection Services. Please include the following in your proposal: o Design Review meetings to be held at a minimum of 50% and 90% reviews for Phase 400 and Phase 500 and as the PSC deems necessary. Microsoft Teams meetings are acceptable. o The PSC shall be responsible for running construction progress meetings twice a month for the duration of the project, including a pre-construction meeting. o Please include a probable cost estimate for the anticipated work at each 50% and 90% design meeting. o Two weeks review time is anticipated for each submission. o Coordinate all field work, construction phasing and scheduling with DNR in advance to minimize disruption to their operation at the project site. o Include the below reimbursables as part of the proposal. o LARA Plan Review fees o EGLE Plan Review fees o Site Survey o Geotechnical Report o This project is using federal ARPA funds. The awarded PSC will be required to complete and sign the Federal Provisions Addendum as applicable to this project, which may include "Exhibit 1 - Byrd Anti-Lobbying Certification" and "Federal State and Local Fiscal Recovery Funds (SLFRF) Project Specific Requirements." o The PSC will need to coordinate with a Construction Manager (CM) for this project. CM will be selected by the State of Michigan under a separate contract. o DTMB will retain a professional to test for hazardous materials that may need to be abated and to perform material testing during construction to meet quality control requirements. o Work to include removal / demolition of existing Beach House. Existing drawings are attached to indicate a starting point for programmatic requirements. Program and work scope will be further developed in Schematic Design phase. o Existing Beach House is historic, and we will be working with Robbert McKay, DNR Historic Architect to obtain demolition approvals from the appropriate agencies prior to its removal. o Construction budget TBD PROPOSAL REQUIREMENTS Provide a complete PSC Proposal (Technical and Cost) for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget (DTMB) Project Statement Form (DTMB-0427), the DTMB Billable Rate Professional Services Contract, the DTMB RFP Billable Rate Form (DMTB-0430), and the DTMB State Facilities Administration (SFA), Design and Construction Division (DCD) policies and procedures for the development of Contract Documents and Construction Administration.
