All firms responding to this Sources Sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research. The Government will entertain question concerning this market research. The intent of this notice is to determine the availability of business to provide an Integrated Pest Management program for the adaptive treatment and survey of noxious and invasive vegetation for Bureau of Reclamation lands and waters managed out of the Columbia-Cascades Area The BFO maintains oversight for transferred and reserved works involving four projects: The Crooked River, Tualatin, Rogue, and Deschutes, which includes Wapanitia. Included in these projects are the Field Office Administrative Office Building, hundreds of miles of canals, 14 dams and reservoirs; Rogue Project (Fish Laker, Four Mile Lake, Agate Lake, Emigrant Lake, Keene Creek, Hyatt Lake, and Howard Prairie Lake); Crooked River Project (Prineville and Ochoco Reservoir); Deschutes Project (Wickiup, Crane Prairie, Haystack Reservoirs; (Wapanitia [Clear Lake]); and the Tualatin Project (Henry Hagg Lake), and associated facilities. The treatment of invasive weeds on project lands is identified and reported to fulfill GPRA goals set by the administration. In addition, a portion of the lands identified for treatments in this support additional GPRA goals for ESA compliance. SCOPE OF WORK Control invasive and noxious vegetation over approximately 700 acres of lands and waters at Reclamation dams, reservoirs, and related facilities within the BFO jurisdiction involving four projects: The Crooked River, Tualatin, Rogue, and Deschutes which includes Wapanitia. Included in these projects are the Field Office Administrative Office Building, hundreds of miles of canals, 14 dams and reservoirs; Rogue Project: (Fish Laker, Four Mile Lake, Agate Lake, Emigrant Lake, Keene Creek, Hyatt Lake, and Howard Prairie Lake); Crooked River Project: (Prineville and Ochoco Reservoir); Deschutes Project (Wickiup, Crane Prairie, Haystack Reservoirs; Wapanetia (Clear Lake); and the Tualatin Project (Henry Hagg Lake). and the associated facilities. Treatment of areas identified as threatened or endangered or listed under the Endangered Species Act (ESA) including associated critical habitat designations. The Army Corp of Engineers (ACOE) completed informal Section 7 ESA Consultation with National Maritime Fisheries Service (NMFS) to evaluate the impacts of Rogue Project reservoir operations on listed Southern Oregon/Northern California Coho salmon populations. The ACOE received concurrence on December 15, 1997 that the proposed ongoing operations were not likely to adversely affect ESA listed Coho salmon. Potential offerors shall have the ability to obtain any an all licenses and certifications for herbicide application for the State of Oregon in the areas prescribed. Potential offers having technical capabilities necessary to meet the needs of the described requirement are invited to provide a capabilities statement via email. The capability statement must include the following: 1) Company name and point of contact information. 2) UEI Number (previously DUNS number) 3) Business size whether large or small. If small please provide size/certification (to include 8(A), HUBZONE, SDVOSB, ETC.) 4) Brief statement of qualifications. Responses are due no later than 17:00 PM, PT, Friday, October 28, 2022, and shall be electronically submitted to Paula Gross at pgross@usbr.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any cost associated with providing information in response to this sources sought or any follow-up information requests. The method of contractor selection has not been determined at this time.
