THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 400, Murfreesboro, Tennessee 37129 will be soliciting an Invitation for Bids (IFB) on or about 10/27/2022 for construction services for the following project: Project# 621-22-104 Upgrade & Expand Bulk Oxygen Delivery System at the Department of Veterans Affairs, James H. Quillen VAMC, Lamont Street and Veterans Way, Mtn. Home, TN 37684. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) PROJECT MAGNITUDE: Between $1,000,000.00 and $2,000,000.00 PSC: Z1DZ-Construction of Other Hospital Buildings NAICS: 238220 - Plumbing, Heating, and Air-Conditioning Contractors SMALL BUSINESS SIZE STANDARD: $16.5 Million The solicitation is expected to be posted on or around October 27, 2022. STATEMENT OF WORK: PROJECT OVERVIEW: Expand & Expand Bulk Oxygen Delivery System as required by drawings and specifications. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work as described in the specifications and drawings for the James H. Quillen VAMC. There are NO deducts associated with this project. Project period of performance: 240 Days from issuance of Notice to Proceed (NTP) Internal hospital construction period of performance: 6 weeks Submittal s period of performance: 90 days from NTP IMPORTANT NOTICE: This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C A 8127 (d). Only those SDVOSB s listed and viewable in the Center for Verification & Evaluation (CVE) database located at https://www.vip.vetbiz.gov/. The CVE database will be checked at the time of offer submission as well as prior to award. All offers must also have an active listing in the System for Award Management (SAM) database. The awarded contractor must also submit evidence of enrollment with VETS4212. Apparent successful offerors must have a current VETS 4212 report on file with the Department of Labor, registered in SAM, and must apply for and receive verification from the Department of Veterans Affairs Center for Veterans Enterprise (CVE) of their SDVOSB status in accordance with 38 CFR Part 74 and VAAR 819.709 by submission of documentation of veteran status, ownership and control sufficient to establish appropriate status, offerors must be both visible and verified by the Department of Veteran Affairs CVE at the time of submission of bid. Failure to be both verified by CVE and visible on https://www.vip.vetbiz.gov at the time of bid submission will result in the bid being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned requirement documents to obtain CVE verification of their SDVOSB status if they have not already done so. In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to award any award being made.
