Building # 36 NSSC E-112 Office Renovation Date: 13 JUL 2022 1. General: 1.1. All work is to be performed in Building #36, primarily in the E112 Office Space, located at the US Army Natick Soldier Systems Center (NSSC), General Greene Avenue (formerly Kansas St.), Natick, MA, 01760. 1.2. The Contractor shall provide all labor, materials, and equipment necessary to perform all work, purchase and installation of outlined in this SOW and accompanying documents. 1.3. The Contractor shall be responsible for performing all work as outlined in this Statement of Work (SOW) and all associated contract documents including Project drawings/specifications and accompanying documents, for the bid price submitted. The Contractor is responsible for reading entire SOW and accompanying documents included in this contract for a thorough understanding and comprehension of all content and requirements. The Contractor shall carefully review the field conditions prior to bidding and performing any work. 2. Project Description: 2.1. This project involves the minor renovation of office suite E-112 in Building 36. The space currently contains one small conference room and an open office area partially divided by a floor-to-ceiling wall with a portion of it consisting of a half-height wall. This project will restore the wall to fully enclose the existing office space restoring it to a private office and relocate the conference space to a new space created within the same room to provide flexibility and function to the space for the division lead. The proposed renovation will meet all current fire and life safety codes, standards, and regulations. 3. Period of Performance: 3.1. Period of performance for all work shall be 120 days from the date the Notice to Proceed (NTP) is issued. 3.2. Failure to complete the project by the stated completion date, when delay is not attributable to the Government will lead to a negative performance evaluation. 4. Hours of Operation (for all work performed on the installation): 4.1. The site for all work is on a military installation known as the US Army Soldier Systems Center, in Natick, Massachusetts, hereinafter called NSSC. All rules and regulations issued by the Commanding Officer covering general safety, security, sanitary requirements, pollution control and traffic regulations shall be observed by the Contractor. Information regarding these requirements may be obtained by contacting the Contracting Officer (KO), who will provide such information or assist in obtaining same from appropriate authorities. AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W911QY23OFFICE and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 236220 with a small business size standard of $36.50M. This requirement is a Small Business Set-Aside and only qualified offerors may submit bids. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, ACC - APG Natick SPS intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. ACC - APG Natick SPS is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at https://marketplace.unisonglobal.com.
