Reference Number 0000234137 Source ID PP.CO.MB.779467.C81840 Purchase Type Term: 2022/11/10 12:00:00 AM CST - 2027/10/31 12:00:00 AM CDT Bid Intent Not Available Question Acceptance Deadline 2022/10/27 02:00:00 PM CDT Questions are submitted online No The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: Snow removal, sanding, and line painting services for the WCB's facilities located at 333 Broadway which include the building plaza area, back lane, visitor and staff parking lots. Snow Removal and Sanding: The WCB provides staff parking in the paved parking lot behind 333 Broadway (North side of the WCB's building located between Broadway/York and Carlton/Hargrave). There is pedestrian traffic in the parking lot and the back lane as well as the plaza area surrounding the building (collectively the "Snow Removal Areas") throughout the day from WCB staff and clients with a large volume of pedestrian traffic immediately before and after Business Hours (8:30 a.m. to 4:30 p.m.). It is very important that the Snow Removal Areas not have accumulated snow or icy surfaces. The safety of the WCB's staff and its clients is of paramount importance. The WCB requires the Contractor to provide equipment and trained personnel for snow removal and sanding in the Snow Removal Areas as follows: a) An adequate number and type of snow removal and sanding equipment, operated by skilled personnel, which will allow the Contractor to clear the Snow Removal Areas in a timely, professional and safe manner; b) Snow removal and sanding must be completed before 6:00 a.m. each Business Day when snowfall of two (2) cm or more has occurred in the general vicinity and, should there be any dispute as to the amount of snowfall, the WCB, in its unfettered discretion, shall make the determination as to whether such level of snowfall has occurred; c) Snow removal that is specifically requested by the WCB must be completed no later than 6:00 a.m. the following morning (where the next day is a Business Day) with the WCB giving the Contractor at least twelve (12) hours' notice; d) No snow removal shall be carried out between the hours of 6:00 a.m. and 5:00 p.m. on Business Days, unless expressly requested by the WCB; e) With any accumulation of snow, the Snow Removal Areas will be sanded automatically, with costs included in the Fee Schedule; f) Sanding is to be provided after every snow removal. No sanding shall be carried out between the hours of 6:00 a.m. and 5:00 p.m. on Business Days unless expressly requested by the WCB; g) When it is snowing during the day, site shovelling will take place at approximately 9:00 am and if snow continues through the day, again at approximately 2:00 p.m.; h) With any accumulation of snow overnight the walkway areas around 333 Broadway will be shovelled clean to the ground automatically through the contract, with grit applied to areas described and all ice will be removed on all walkways; i) All snow that is cleared must be removed from the Snow Removal Areas with no snow piles left behind and no snow dumped over the perimeter fencing onto the City of Winnipeg's boulevards. Any snow dumped over the perimeter fencing shall be removed at the Contractor's own cost; j) The Contractor shall be responsible for the prompt repair within forty-five (45) days of last snow removal to grassed areas, fences, bike cage, electrical conduit/outlets and buildings damaged by snow clearing equipment or moved snow and the cost to repair or replace parking curbs, including cost of placement of curbs moved by the snow removal equipment. All repairs are to be completed in a timely manner and the WCB reserves the right to make the repairs and offset the cost of such repairs for payments owing to the Contractor; k) The Contractor is responsible for any licenses, permits or other requirements by local authorities to allow the Services to be properly carried out; and l) The WCB may call for an additional sanding at any point at an additional cost listed in the Fee Schedule The Contractor will utilize adequate sized equipment in appropriate quantities and in good working condition to ensure the snow removal and sanding can be completed within the timelines stated above. The Contractor shall provide the WCB with a detailed snow removal guideline and commit to follow such guideline. The Contractor shall be required to provide a phone number which the WCB can call 24/7 to contact the Contractor to request snow removal and/or sanding. It is expected that appropriate service levels will be maintained which include, but are not be limited to, phone callbacks to the WCB within no more than two (2) hours if a phone message has been left. The Contractor, in consultation with the WCB's Supervisor, Facilities & Security, will assess the Snow Removal Areas to determine site conditions before each snow season. Any previously damaged area will be photographed and noted by both parties. Equipment to be used on the plaza area will be limited to smaller hand operated equipment, preferably equipped with rubber tracks. Sanding aggregate material to be used on the plaza area shall be supplied by the WCB. It is important to note that the material will be crushed granite. At no point shall the Contractor apply salt or similar corrosive melting agents on the plaza area. The snow clearing and sanding will be performed between November 1st and March 31st each year at the set monthly rates. Any snow clearing and sanding requested by the WCB outside of these months or requested more frequently than when a snowfall of two (2) cm or more has occurred in the general vicinity, may be invoiced as an extra charge at the hourly rates, as per the Fee Schedule. Line Painting: The Contractor shall perform thorough lot sweeping/cleaning and line painting to the parking lot, including to the pedestrian crosswalk running through the back lane, on an annual basis. This component of the Services will be completed outside Business Hours in May at a date mutually agreed upon by the parties each year. The Contractor will be required, at its own cost, to repair any damage sustained to the WCB's premises or an individual's personal property located on same, which was caused by the Contractor during the lot sweeping/cleaning and line painting. General: The WCB requires the Contractor to supply adequate resources based on the WCB requirements. Vendor resources must have experience and knowledge with the equipment being used. List individual names, training, and experience for all resources working on site. The Proposal should include an overview of the Vendor's services being offered, which demonstrates the experience performing similar projects. Even if the Contractor is not required under The Workers Compensation Act to have and maintain worker compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain worker compensation coverage for its workers who will be providing the Services onsite at the WCB's facilities. The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing. Vendors must have a representative attend the Compulsory Onsite Visit and have their attendance recorded by the WCB for that Vendor's Proposal to be considered. All attending representatives will be required to sign a "Pledge of Confidentiality & Restriction on Use of Information" due to possible contact with WCB confidential information during the Compulsory Onsite Visit.
