The Borough of Deer Lake will receive sealed bids from qualified entities for collection and disposal of refuse and recyclables in the Borough of Deer Lake for a one (1) year period, a two (2) year period and/or a three (3) year period. All submitted bids shall be clearly marked: REFUSE COLLECTION BID, BOROUGH OF DEER LAKE. All submitted bids shall be sealed, submitted on the Bid Form, and accompanied by an executed Affidavit of Non-Collusion and bid security as described below. The Borough assumes no responsibility for bids mailed but not received. The actual items of work to be performed are identified in the Instructions to Bidders form and Contract documents. All bids must be accompanied by a money order, certified check, cashier's check or other irrevocable letter of credit drawn upon a bank authorized to do business in this Commonwealth, or by a bond with corporate surety, made payable to or in favor of the Borough of Deer Lake in an amount equal to at least ten percent (10%) of the total bid. An Instructions to Bidders form, this Invitation to Bid, a Bid Form, an Affidavit of Non-Collusion and a Contract the winning bidder will be required to execute, all 5 of which constitute The successful bidder may be required to furnish a satisfactory performance bond, or irrevocable letter of credit, or other security with suitable reasonable requirements guaranteeing the work to be done with sufficient surety, in the amount of twenty-five percent (25%) of the contract price within twenty (20) days of the award of the Contract. The Borough reserves the unqualified right to waive any informalities or to reject any and all bids or to reject any and all items or portions thereof. Bids may be withdrawn on written request from the bidder and delivered to Deer Lake Borough prior to the time fixed for opening.
