Biological Nutrient Removal or Membrane Bioreactor (MBR) Expansion at Wastewater Treatment Plant (WWTP) 2. The Stantec (MWH) masterplan report recommended rehabilitation of the WWTP 2 Bioreactors, New Headwork Facilities, and Odor Control due to age and increased flows. The rehabilitation is intended to keep the WWTP in compliance with Environmental Protection Agency (EPA) NPDES Permit requirements. Tertiary Treatment for WWTP 2 for nutrient removal was evaluated in FY2024 to determine the appropriate treatment while considering capital cost and long-term maintenance cost. EPA National Pollution Discharge Elimination System (NPDES) permit renewal will start in calendar year 2027 and is expected to be in place in 2028 (EPA NPDES 5 year permit renewal process). The permit renewal for NPDES discharge to the Rio Grande River will have a significant impact on treatment process improvements needed to meet the future discharge permit if the standards change. The project is included in the City's 2026-2031 Capital Improvement Program (CIP).
