The Project Site: Pier 35 & 36 located east of the FDR Drive in Manhattan Question Deadline 12/02/2022 at 5:00 PM ET M/WBE Participation Goal: 20%-30% New York City Economic Development Corporation (NYCEDC) invites Construction Management firms to submit proposals to provide planning, procurement, and construction oversight for the repair and rehabilitation of Pier 35 & 36. Situated along the East River, at the terminus of Montgomery Street in Manhattan's Lower East Side, Pier 35 & 36 is a steel H-pile supported, reinforced concrete platform that currently houses many critical City functions. For example, DSNY utilizes the structure for storage of sanitation trucks, NYPD for various storage, and NYC Office of Emergency Management (OEM) for snow plowing equipment. The selected consultant will be expected to manage all rehabilitation work as noted in the drawing set, collaboration with the engineer including RFI coordination, host bi-weekly or monthly progress meetings with all involved parties. The consultant is also expected to procure contractor(s) to perform the work described and coordinate project completion & closeout. NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee. This project has Minority and Women Owned Business Enterprise ("M/WBE") participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response.NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment.
