It is the intent of the City to award this proposal to the best evaluated respondent. Contracts awarded under this RFP are to be funded by TWDB grants loans via the Drinking Water State Revolving Fund. No governmental entity or affiliate will be a party to this RFP or contract. This RFP is in accordance with Section 2254 of the Texas Government Code and Title 40 CFR Part 31 regarding administrative requirements for grants and cooperative agreements to governmental entities. The Davis-Bacon Act and or Fair Labour Standards Act provisions will apply where applicable per TWDB Guidance No. BD-0156. This procurement is subject to EPA-approved 'fair share goals' policy for Minority Business Enterprise (MBE) . Women Business Enterprise (WBE) firms affiliated with this procurement type. EPA requires applicants and prime contractors make a good faith effort to award a fair share of contracts. subcontracts, and procurements to SMWBEs.
