Renovation of a parking garage in Asheville, North Carolina. Completed plans call for the renovation of a parking garage.

Run electrical wiring from existing electrical conduit to the ParkingLogix signs located at the entrance of the garages. 1.1. Work at this facility will consist of the Contractor verifying functionality of pre-existing 120-volt electrical wiring at one entrance location to the Parking Facility and near to the Facility at a standalone CGSS. If functionality is confirmed work will then proceed by the Contractor to terminate the wiring into the Signs. 1.2. If functionality can not be confirmed at either or both locations the Contractor shall run new 120-volt electrical wiring to the non-functional locations and proceed with termination. 1.3. Work at this facility shall also consist of the Contractor installing new conduit and wiring at a third location as well as terminating the wiring into the CGSS. 1.4. Termination of all wiring shall first consist of the Contractor removing a factory installed 3-prong cable from the CGSS before terminating any pre-existing or newly installed 120-volt wiring. When Alternate Bid items are required in the Bid, the Contract will be awarded to that responsible Bidder whose Bid for the Alternate or combination of Alternates, selected by the City, is the lowest. Asheville Business Inclusion Policy: The City of Asheville has adopted the Asheville Business Inclusion Policy to encourage women and minority businesses' participation in the public bidding process. The purpose of this outreach effort is to increase the likelihood of availability and utilization of MWBEs in the award of contracts. Bidders are hereby notified that this quote/Bid/RFP/RFQ is subject to that Policy's provisions. Bidders are invited to show proof of MWBE status, to include NC Office of Historically Underutilized Businesses or other MWBE certifications. If not already certified with the ABI Office at the City of Asheville, bidders are further invited to become certified with the City of Asheville as an MWBE vendor. Certification of a Drug-Free Workplace: Prospective Contractors are notified that the City of Asheville has adopted a Drug-Free Workplace Policy requiring successful firms to insure that a drug-free workplace is provided in the performance of any City of Asheville contract. By submitting a bid, the Prospective Contractor certifies that if awarded the Contract, they and their subcontractors shall comply with the City's Drug-Free Workplace Policy. The policy may be viewed at the following: Drug Policy Payment of Taxes: Bid proposals shall include the cost of required insurance and bonds and payment of any applicable local, State and Federal taxes. The City Council of the City of Asheville has adopted a policy that the City of Asheville will not enter into contracts with bidders who are delinquent in the payment of ad valorem taxes owed to the City of Asheville. License Requirements: All bidders must have current North Carolina General Contractor licenses with the appropriate classification for all work of the project at the time of the bid. The contractor or sub-contractor must be a Certified Electrician. Miscellaneous Requirements of the Bid: All bids must be submitted on the form of Bid Proposal provided. The successful bidder will be required to furnish a performance bond and a payment bond in the amount of one hundred percent (100%) of the contract amount for contracts costing more than $50,000 that are part of a project costing more than $300,000. Those bonds shall meet the requirements of North Carolina General Statutes Section 143-129 and of Article 3 of Chapter 44A of the North Carolina General Statutes. The City of Asheville reserves the right to reject any or all bids and to waive informalities. The Contractor shall install conduit and 120-volt wiring at various locations near and/or within four City of Asheville owned parking garages: 1.1. Rankin Ave Garage (12 Rankin Ave) 1.2. Wall St Garage (45 Wall St) 1.3. HCCA Garage (68 Rankin Ave) 1.4. Biltmore Avenue Garage (60 South Lexington Ave) The Contractor shall install and terminate NEW 120-volt electrical wiring into pre-installed CGSS and CGSR at all other locations. CONDUIT AND WIRING: WALL STREET GARAGE 1. SCOPE OF WORK 1.1. Work at this facility will consist of the Contractor verifying functionality of pre-existing 120-volt electrical wiring at one entrance location to the Parking Facility. If functionality is confirmed work shall proceed from Line Item 1.4 of this Section. If functionality can not be verified then Line Item 1.3 of this section must first be completed. 1.2. The CGSS at this facility is 2 separate signs at one location with each sign requiring its own 120-volt power source. The signs at this location will be pre-installed as a "back to back" sign. 1.3. If the functionality of the pre-existing 120-volt wiring can not be confirmed then the Contractor shall install NEW conduit and wiring to the CGSS and terminate as such. LOCATION OF WORK: 3.1. If verification of functionality is not confirmed then work shall begin at the PARCS Gate Box at the Otis St entrance to the Parking Facility and conclude at a standalone CGSS at the Otis St entrance of the Parking Facility, a distance of approximately 38 feet. 3.2. If verification of functionality is confirmed then work shall begin at the pre-existing junction box at the Otis St. entrance to the Parking Facility and conclude at a standalone CGSS at the Otis St entrance of the Parking Facility, a distance of approximately 3 feet. CONDUIT AND WIRING: HCCA GARAGE 1. SCOPE OF WORK: 1.1. Work at this facility shall consist of the Contractor installing new conduit and 120-volt wiring at an entrance location to the Parking Facility as well as terminating the wiring into the CGSS. 1.2. Work shall also consist of the Contractor installing new conduit and 120-volt wiring at a second entrance location. This CGSS is 2 separate signs at one location with each sign requiring its own 120-volt power source. The signs at this location will be pre-installed as a "back to back" sign. 1.3. Termination of all wiring shall first consist of the Contractor removing a factory installed 3-prong cable from the CGSS before terminating the new 120-volt wiring. LOCATION OF WORK: 3.1. Location 1; work shall begin at the PARCS Gate Box at the Rankin Ave entrance of the Parking Facility and conclude at the Rankin Ave entrance to the Parking Facility, this is where the "back to back" sign is located. Approximate distance of work is 54 feet. 3.2. Location 2; work shall begin in the Parking Booth located at the 4th floor exit to Vanderbilt St and conclude directly above the pedestrian exit of the Parking Facility onto Vanderbilt St, a distance of approximately 34 feet. CONDUIT AND WIRING: BILTMORE AVE GARAGE 1. SCOPE OF WORK: 1.1. Work at this facility shall consist of the Contractor verifying usability of pre-existing conduit at an entrance location to the Parking Facility. If viable the Contractor shall install new 120-volt electrical wiring as well as terminate the new wiring into the CGSS. 1.2. If the pre-existing conduit is deemed unusable the Contractor shall then run new conduit at that location and proceed as above. 1.3. Work shall also consist of the Contractor installing new conduit and 120-volt wiring at another entrance location to the Parking Facility as well as terminating the new wiring into the CGSS. 1.4. Work shall also consist of the Contractor installing new conduit and 120-volt electrical wiring at an exit location to the Parking Facility as well as terminating the new wiring into the CGSR. LOCATION OF WORK: 3.1. Verification of pre-existing conduit shall take place at the Biltmore Ave. entrance to the Parking Facility. If conduit is deemed usable then new 120-volt wiring shall be installed from the beginning location of existing conduit and terminate into CGSS, a distance of approximately 54 feet. 3.2. If conduit is deemed unfit for use then new conduit shall be installed from the beginning location of the pre-existing conduit and 120-volt wiring shall be installed as above. 3.3. Location 1 of new conduit; work shall begin at the PARCS Gate Box at the South Lexington Ave. exit of the Parking Facility and conclude on the concrete pillar also located at the South Lexington Ave. entrance/exit lanes of the Parking Facility, a distance of approximately 10 feet. 3.4. Location 2 of new conduit; work shall begin at the PARCS Gate Box at the Aston St. exit of the Parking Facility and conclude directly above the PARCS Gate Box at the Aston St. exit of the Parking Facility, a distance of approximately 7 feet. 3.5. Location 3 of new conduit; work shall begin at the PARCS Gate Box at the Biltmore Ave entrance of the Parking Facility and conclude at an undetermined final location somewhere in the center of the Parking Facility, tentatively located on Level U2, distance can not be determined at this time.
