Renovation of a medical facility in Sacramento, California. Conceptual plans call for the renovation of a 20,000-square-foot, one-story above grade, 64-bed medical facility.

County of Sacramento is soliciting Statements of Qualifications (SOQ) from local firms to provide comprehensive Architectural/Engineering Services for the new Department of Health Services (DHS) Mental Health Rehab Center which will be located at 3860 Branch Center Road, Sacramento CA. The resulting contract from this solicitation will be administered by County of Sacramento Architectural Services Division (ASD). The County will evaluate and rank all submitted SOQ's, after which the most qualified firm will enter fee negotiations with the County. If a fee cannot be negotiated with the first ranked firm, then the second ranked firm will be selected to negotiate a fee. The firm with a successfully negotiated fee will be recommended to the County Board of Directors for approval. The cost of developing the SOQ is entirely the responsibility of the respondent and cannot be charged to the County of Sacramento or included in the cost elements of future contracted work. Department of Human Services employed the services of Kitchell Corp. to apply for federal American Recovery Plan Act (ARPA) grant funding for this project. The estimated construction cost is approximately 23 million dollars. The scope of the project will include utility design, site planning, and complete architectural and engineering services for the facility. The project requirements include but are not limited to, a single story facility, over 20,000 square feet with 64 beds and associated site development including street frontage improvements. The ARPA Grant requires the construction of the facility to be completed no later than December 31, 2026. The project delivery system will be design-bid-build. The selected Architectural Engineering (A/E) firm will provide full architectural and construction administration services. The County Construction Management and Inspection Division (CMID) will manage construction activities and provide full time inspection. The selected architect will represent DHS during construction. The services of the A/E firm may be terminated at any point before or after the project completion, at DHS's sole discretion, without liability to the County. The firm awarded a professional services contract will report and be accountable to the DHS Project Manager (PM). 1. The requested A/E services will include some or all of the following work phases: a. Utility Infrastructure confirmation b. Programming (Building and Site) c. Design d. Construction Documents e. Permitting f. Bidding/ Procurement g. Construction Administration h. Commissioning i. Cost Estimating - Independent Consultant j. Arts in Public Places 2. The selected A/E will serve as the County's professional architectural consultant in all phases of the Project. The A/E will assist DHS in developing a building program, site and facility design, construction documents, permitting, construction administration and close out. The A/E will also be responsible for confirmation of existing utility infrastructure and recommendation for utility extensions to this site. 3. The Basic Services of the selected A/E will commence with a utility infrastructure study, detailed program, conceptual design and estimate of potential cost. The Basic Services also include, but are not be limited to, standard architectural services; performance and coordination with civil, structural, mechanical, electrical, plumbing, electronic security systems, data, A/V, and landscape design services. County will provide geotechnical report and site and boundary survey. 4. The selected A/E will interface with various DHS and County stakeholders, consultants, and other agencies as required to integrate and ensure the MHRC plans, designs, and specifications meets DHS's current and future needs. Question Submission Deadline: October 27, 2022, 5:00pm It is anticipated that funding for construction will be included in Fiscal Year 2023/24 Capital Improvement Plan with bidding for construction to occur in July, 2024. The method of Contractor Selection has not been Determined at this time.
