Pursuant to 41-16-72 of the Code of Alabama, as amended, the Alabama Building Renovation Finance Authority (ABRFA) for Alabama Department of Archives and History (ADAH) requests submittals from qualified design professionals to provide services for the following: Functional Analysis Study for the Alabama Archives and History located in Montgomery, Alabama. The Agreement shall be awarded to one firm, and the services will be contracted under both fees and hourly rates per the Manual of Procedures for the Alabama Division of Construction Management for multiple projects. ADAH is in a historic structure in Montgomery Alabama. It currently houses the State Archives, Research Rooms, Auditorium, Museum of Alabama, Collections Storage, Museum Store, and Offices. Scope of work includes but is not limited to survey of the existing building, updated requirements for managing Archival and Museum collections and needs, as well as any other services required or recommended. The services will not only include a functional analysis study, but also include capacities of existing structure and programming requirements for new construction and/or renovation opportunities, in keeping with industry best practices and with attention to recently developed archival and special collections facilities at similar institutions. Cost studies to also be included in this analysis. The term of this Agreement shall be (2) years with an option to renew for two (2) additional years (or as required for completion of work); However, it is anticipated that the bulk of the analysis will be completed in a much shorter time frame. Recognizing the composition of Alabamas citizenship, the Awarding Authority/Owner encourages submissions from design professionals that represent Alabama firms with diversity in their staffing and proposed project team, including but not limited to, associated design professionals and consultants. Alabama requires a disclosure statement to be completed and filed with all qualifications, proposals, bids, contracts, or grant proposals submitted to the State of Alabama in excess of $5,000.00. Alabama (Alabama Immigration Law) imposes conditions on the award of state contracts. Firms must agree to fully comply with the Immigration Reform and Control Act of 1986, as amended by the Immigration Act of 1990, and the BeasonHammon Alabama Taxpayer and Citizen Protection Act. Architects and engineers should review and adhere to these guidelines as appropriate to their project type. Alabama imposes conditions on the award of state contracts. The firm must certify that it is not currently engaged in, and will not engage in, the boycott of a person or an entity based in or doing business with a jurisdiction with which this state can enjoy open trade. This request for qualifications is not an offer to contract but seeks the submission of qualifications from qualified, professional respondents that may form the basis for the negotiation of an agreement. The Awarding Authority/Owner reserves the right to reject any or all qualifications and to solicit additional qualifications, through the RFQ process, if that is determined to be in the best interests of the State of Alabama. The method of contractor selection has not been determined at this time.
