As of 12/9/2022, project awarded and will be rebid in the future. Scope of Work of the Contract includes the replacement and repair of the existing 10" water transmission line, coating work and other appurtenances as specified in the construction drawings and technical specifications. Each Bid must be accompanied by a Bid Bond or a certified or cashier's check, acceptable to the Owner, in an amount not less than five percent (5%) of the total amount Bid, as a guarantee that the successful bidder will enter into the Contract and execute the Bonds on the forms provided and provide the required insurance certificates within ten (10) days after the date Contract Documents are received by the Contractor. If a certified or cashier's check is provided, the successful bidder shall deliver, at the bid opening address, the original certified or cashier's check within twenty-four (24) hours of receipt of the bid opening. All questions about the meaning or intent of the bidding documents are to be submitted to engineer in writing, preferably through electronically. Interpretations or clarifications considered necessary by engineer in response to such questions will be issued by addenda, through electronically, mailed or delivered to all parties recorded by engineer as having received the bidding documents. Questions received less than 10 days prior to the date for opening of bids may not be answered. Or questions will be received up to 72 hours prior to the time and date for opening of bids. Addenda, if issued, will be provided 48 hours prior to the time and date for opening bids. The deadline to ask questions is 10/31/2022 2:00 PM CST. Only questions answered through electronically or by addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Award of the Contract will be based on the total amount bid, which may include selected Supplemental and Alternate Bid Items Owner reserves the right to reject any or all bids, including without limitation, non-conforming, Non-responsive, unbalanced, or conditional bids. Owner further reserves the right to reject the Bid of any bidder whom it finds, after reasonable inquiry and evaluation, to not be responsible. Owner may also reject the bid of any bidder if owner believes that it would not be in the best Interest of the project to make an award to that bidder.
