GENERAL The City of Tracy's (City) Wastewater Treatment Plant (WWTP) is located at the Northern end of the City's existing City limits, North of Interstate 205 and between MacArthur Drive and Holly Drive and has a permitted dry-weather hydraulic capacity of 10.8 Million Gallon per day (mgd). The City is soliciting qualifications and cost proposals from qualified firms to remove and replace four (4) existing tertiary filter inlet valves with four (4) new valves, furnished by the City, to ensure that the City's WWTP tertiary filtration continues to provide effluent that meets Title 22 requirements. SCOPE OF WORK The scope of work for this project is as follows: 1. Disconnect/remove the existing pneumatic actuators on each valve prior to accessing the valve and reconnect/install after completion of the required work. 2. Install the City supplied stop logs to isolate individual sections required for performing the work. Proposer shall ensure that the stop logs are removed after completion of the work. 3. Install new 316 Stainless Steel hardware and gaskets. 4. Remove and replace four (4) 42" (inch) owner supplied butterfly valves; preferably within one mobilization. Note: The Proposer shall supply the Mobilization and Demobilization of the crane and shall also provide OSHA compliant Confined Space Entry with Monitor The City hours of operation are from 6:00am to 3:30pm Monday to Thursdays and 6:00am to 2:30pm every other Friday. The Proposer may work outside of these hours with prior approval from the City. No request to work outside operating hours will be unreasonably denied. RFP SUBMITTAL REQUIREMENTS Please prepare your proposal in accordance with the following requirements: A. Proposal: A letter proposal shall not exceed a total of 6 single-sided excluding transmittal letter, 8.5" x 11" pages. Resumes (maximum 3 pages each) may be included as an attachment and will not be counted towards to total page count limit. Attach a copy of the State of California license. The proposal shall describe the firm's/team's interest and commitment to the proposed services. The letter shall state that the proposal shall be valid for a 150-day period and should include the name, title, address and telephone number of the individual to whom correspondence and other contacts should be directed during the proposer selection process. The person authorized by the firm/team to negotiate a contract with the City shall sign the cover letter. Project Understanding and Approach: Identify the proposer's compliance with the identified scope of services or recommended modifications. The proposer should identify deliverables for each task, and a schedule. C. Qualifications & Experience: The proposal shall provide the qualifications and similar experience (Tertiary Filter Valve Replacement) of the proposer and proposer's team that will be available for this Project. A proposer must have relevant experience in performing such services for at least 4 years. The proposer shall list the names of the clients and types of services performed with duration of time and cost of services. Key Team Members are expected to be committed for the duration of the project. Replacement of Key Team Members will not be permitted without prior consultation with and approval of the City. D. References: Provide at least three references. Include a brief description, date of completion, and point of client contact (name and phone number) associated with each reference.
