Attached 2. In light of this, is it the intention to remove the exterior insulation, install heat trace and install insulation on the exterior chilled water pipes After reviewing the original design documentation, heat trace was not specified. Contractor to provide whichever freeze protection measures for the new system (must meet local code requirements). 3. If circuit setters are not installed, will a change order be considered to install in order to balance the system Sheet M302 of the mechanical plans seems to show circuit setters near the coils. If circuit setter is required for your approach/sytem include it in your offer. 4. "Commissioning" requires parameters in which to test to. If true "commissioning" is required, we will need either a specification or CxA plan to test to. Is there a CxA plan or specification to commission to If commissioning is not required, start up and testing by a factory authorized representative so as to validate the manufacturers warranty is usually accepted. We do not currently have a formal commissioning plan, however, we will want to require testing of controls (temperature readings/setpoints) and system balancing (flow rates) to ensure proper operation/levels prior to closeout. 5. None visually found due to insulation. 5.2.3 - Is it the desire to have the entire chilled water loop balanced And does all equipment have circuit setters installed to balance the flow Yes. No circuit setters visually found on Chilled water piping. 5.2.3 - Does this solicitation include a CxA plan for the "commissioning" requirement Or is a factory start up sufficient 3rd party commissioning required (contractor is responsible for seeing through full system commissioning). Correction: removed "mandatory" verbiage to site visit criteria. Evaluation of the quote will be based on price only with conforming technical approach: meaning that the government will have reasonable assurance that the proposed contractor is fully capable of meeting the requirement of the performance work statement, delivery terms are minimum, product meets all required characteristics, attend site visit and met J&A digital control systems; award will be made to the vendor whose response represents the Best Value to the government. **NOTE** Please see the FAR clause 52.212-2 - Evaluation - Commercial Items for full evaluation information and included addendum. Vendor quotations shall be valid for at least 90 days after the solicitation close date. Description: The 152 Civil Engineering Squadron from the Nevada Air National Guard has a requirement to provide Building 84 with proper cooling through the removal of the existing faulty system and installation of a new fully functional chiller system. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform the removal and disposal of the existing Air-Cooled Chiller and to install a new Air-Cooled Chiller, as defined in this PWS. The 152 Mission Support Group Contracting Office intends to award a Firm-Fixed-Price contract for these supplies and services. 0001 Building 84 Chiller: A new 460/3/60 properly sized air-cooled chiller (Approx. 40-55 ton) with redundancy in compressors/multi circuit (Must meet or exceed ASHRAE 90.1-2013). The new chiller must operate at temperatures between 125 F to 0 F (Freeze protection required) and include the following: Low ambient, Low sound fan, Neoprene Isolators, High ambient kit, flow switch, service isolation valve, single-point supply terminal block, control transformer, cUL/cETL listing, ASME pressure vessel & associated codes and coil guards, ALC controls interface. The new chiller system must have local support in terms of a local supply chain for parts, and local certified technicians available to service the equipment. Minimum 1-year warranty on parts to include compressors and run low ozone depleting refrigerant (R-410A). BACnet controller. IAW PWS NOTE: The requirements in DFARS 252.211-7003, Item Identification and Valuation, are applicable for this line item. The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent. 0002 Incidental Labor: Non personal services: Provide all plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to replace chiller IAW the PWS. Disconnect and remove (to include rigging and crane) the existing air-cooled chiller. Install, commission and test the new air-cooled chiller. Provide training. IAW the PWS Please see the attached PWS (Attachment 1) for the full technical requirements to replace the equipment. Delivery: F.O.B. Destination- 1776 National Guard Way, Bldg. 84-Operations, Reno NV 89502 Performance of all incidental services within the performance work statement shall be completed within 30 days of deliverance. The base access form for the awardee must be provided in advance, 10 business days prior to the performance or site visit, in order to ensure access to the military base. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government's denial of your access to the base. This information will be provided to the Base Security Forces who will authorize your entrance to the site. Site visit: a. Date: 28 October 2022 b. Time: 2:00 PM PDT c. Location: 1776 National Guard Way Reno NV 89502 - Bldg 88 - Civil Engineer Squadron - Room 25 (First building to your left as you enter the base). Coordination and base access will convene at the Reno Airport cellphone waiting parking lot to be escorted on to the base on the site visit. Please be at the parking lot no later than 1:45 PM PDT to receive the escort. Award will be made to the offeror who represents the best value to the Government as outlined in accordance with the criteria set forth within the solicitation.
