This annual contract consists principally of the following items of work: 1. Repair or replacement of existing Sanitary Sewers, Storm Sewers, and Village Owned utilities and roadways in the Village of Bronxville, New York on an emergency basis. 2. Sanitary sewer main cleaning and TV inspections on an emergency basis. 3. All other necessary appurtenances and work. Specifications and drawings and other Contract Documents may be examined at the Office of the Superintendent of Public Works at 200 Pondfield Road, Bronxville, New York 10708. Each Bidder shall deposit with their bid submission, bid security in the amount of not to exceed $20,000, as provided in the Information for Bidders. Each Bidder shall provide with their bid submission an executed Form of Surety Guaranty and the latest financial audit of their firm, reflecting the financial status of their firm no earlier than nine months prior to the receipt of bids, together with all the data required in the Contract Documents. The Village of Bronxville seeks to retain the services of excavation & utilities Contractor(s), for the purpose of providing emergency excavation and repairs of defects causing dangerous conditions found in the Village owned and operated utilities and roadways, on an annual basis. A bidder certifies, by submitting a bid, that the business is properly and duly licensed to provide excavation and utilities contracting service work and shall provide a copy of the appropriate general contracting license with the bid. The successful bidder must provide the Village with a certificate issued by the Secretary of the State that the Corporation is duly authorized to do business within the State of New York and is presently in good standing. If the entity to whom the bid is awarded is not a corporation, the entity's certificate of doing business shall be provided with the bid. Yearly quantities where listed, are only an estimate, not a guarantee of quantity to be expected. No guarantee is made for any work. This Contract is for anticipated work and emergency service. No prediction can be made on the number or nature of any call that may be placed or services needed throughout the year. The Village reserves the right to choose any service option that is determined to serve the best interests of the Village. The Village may seek and award the emergency service Contract to more than one Contractor, if it is determined to be in the best interests of the Village for work that may occur during the year. However, the Village will only choose a single Contractor for the project. The Village of Bronxville reserves the right to accept or reject any or all bids and to waive any informalities at their discretion, and to award Contracts in a manner deemed to be in the best interests of the Village, even if such award is made to the Contractor's other than the lowest bidder. Bidders shall familiarize themselves with the requirements of Article No. 28 (Substitutions) of the General Conditions as it pertains to the utilization of "approved equal" equipment or material. Bidders under this Contract shall follow, State guidelines for the minimum wage rates and conditions of employment. Bidders shall provide the noncollusive bidding certificate required by Section 103-d of the General Municipal Law of the State of New York. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended by Executive Order No. 11375. The requirements for Bidders and Contractor's under this Order, which concerns non-discrimination in employment, are explained in the Information for Bidders.
