Plans call for the conversion of the former Pier 1 Headquarters Building into a new city hall facility. The existing building is 20-stories and 409,977 square feet. Certain floors are currently occupied and those leases will be honored and work will not begin on those floors at this time. As of March 2025, construction is complete. There is also a separate Chambers project which will be a 25,000 square foot, 2-story building that will be added onto a side of the existing 20-story tower building and used for council meetings and public meetings/gatherings.
