THIS IS A REQUEST FOR STANDARD FORM (SF) 330 ARCHITECT-ENGINEER QUALIFICATIONS PACKAGES ONLY. ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. THE GOVERNMENT WILL NOT PAY FOR, NOR REIMBURSE, ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. 1. GENERAL INFORMATION The Veterans Health Administration (VHA) Program Contracting Activity Central (PCAC) is seeking sources and intends to award a firm-fixed price design contract for Architect-Engineering (A-E) services for Project #512-22-700 Infrastructure Upgrades and Expansion to the Corporate Michael J Crescenz VAMC design located at 3461 Civic Center Blvd, Philadelphia, PA 19104. The A-E shall provide investigative and feasibility design services, schematic design drawings, design development drawings, construction documents, final bid documents, specifications, calculations, cost estimates, narratives, bidding support services, solicitation support services, and construction period services for all facets of work and disciplines/trades to facilitate a construction project to upgrade the facilities infrastructure and expansion needs. The A-E Services contract that is anticipated to be awarded will be procured in accordance with the Selection of Architects and Engineers Statute [formerly known as the Brooks Architect Engineer Act], Federal Acquisition Regulation Part 36.6 Architectural and Engineering Services, VA Acquisition Regulation 836.6, and VA Acquisition Manual M836.6 Architect-Engineer Services. In accordance with FAR 36.209, Construction Contracts with Architect-Engineer Firms, no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative. 2. PROJECT INFORMATION This project is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The NAICS Code for this procurement is 541330 Engineering Services and the annual small business size standard is $16.5M. A full design team is required to complete this project. The projected award date for the anticipated A-E contract is on or before May 15, 2023. The anticipated period of performance for completion of design is 197 calendar days after notice of award. The VAAR Magnitude of Construction for this project is between $10,000,000 and $25,000,000. 3. SCOPE OF DESIGN The scope of this project is to provide the following infrastructure improvements to the Corporal Michael J Crescenz Veterans Affairs Medical Center (VAMC): A-E Part One Services (also known as Design Phase Services) for this design project includes site visits, field investigation, studies, and user interviews to prepare drawings, specifications, and cost estimates for all facets of work and disciplines/trades to facilitate a construction project to upgrade the facility infrastructure and expansion in the Basement of Building #30 Community Living Center in accordance with VA OEHRM Site Infrastructure Requirements (provided by VHA). The project shall include, but is not limited to, review and 100% design drawings and update it to meet VA s current requirements. The A/E should review an existing set of bid documents (including drawings and specifications) titled Upgrade CLC Basement Phase 2 Project No 642-CSI-102 and determine the sequence of work for the basement addition. Work in the existing space shall include the replacement of existing finishes (wall, floors, ceilings) and design of existing Sterile Processing and Distribution (SPD) processing room to bring up to current VA design guide. A/E shall review and update design for electrical, plumbing, fire protection system and new HVAC system (i.e. new air handler, terminal boxes, and piping). Investigations shall include the existing building structure, site utility plans and any system modifications necessary to complete the new addition. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
