The objective of this Request for Proposals (RFP) is to solicit and evaluate proposers to determine up to four of the most capable, qualified consultants to enter into an agreement to assist in the port's goals, objectives and projects for managing its natural resources. As projects develop, it often requires quick, professional, and creative solutions to complex environmental issues. The port requires general environmental-natural resource consulting services to support the port's environmental stewardship program and new business development. This work may include, but not be limited to: Site investigation for the presence of natural resources and habitat Environmental surveys and monitoring Wetland delineations Professional opinions and recommendations regarding natural resource management SEPA, NEPA and ESA compliance documentation Local, state, and federal land use and natural resources permitting, including but not limited to; air, riparian, wetlands, in-water, critical areas, trees, habitat, shorelines, stormwater, and general land use planning and projects. Project management as it relates to natural resources projects Coordination with local, state and federal regulatory agencies such as City of Vancouver; Washington Departments of Ecology, Fish and Wildlife and Natural Resources; US Army Corps of Engineers; National Marine Fisheries Service; US Fish and Wildlife Service; etc. Tracking regulatory processes, emerging issues and code changes that may impact port operations Site planning and feasibility assistance Strategic permitting assistance on market-driven development opportunities including environmental justice considerations Mitigation plan preparation, construction oversight and monitoring Associated graphics assistance Local neighborhood and community coordination and oversight.
