The Dubuque County Conservation Board reserves the right to reject any and all bids. The bidder should not include sales tax in the bid. Sales tax exemption certificates will be issued in accordance with Iowa Code 423.3, Subsection 80, and provided to the contractor and subcontractors for all material purchased for incorporation in the project. General Nature of Public Improvement The Dubuque County Conservation Board, Swiss Valley Park Site Improvements - Phase 2 project consists of stream restoration (Catfish Creek), park improvements, and campground enhancements within Swiss Valley Park, Dubuque, Iowa. The work of the project is defined by the Contract Documents and includes, but is not limited to, tree clearing and grubbing, earthmoving, concrete paving, limestone retaining wall, in stream habitat improvements, streambank stabilization and other related improvements. Each bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8 and as specified by the Dubuque County Conservation Board, Peosta, Iowa. The bid security shall be 5% (five percent) of the total amount of the bid. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes Work on the improvement may commence on November 28, 2022. This project shall be fully completed and ready for acceptance by April 30,2023.
