For more information contact Keri Malcolm, Senior Procurement Advisor SCM Procurement Operations Department 360 Portage Avenue (2) Winnipeg MB R3C 0G8 Email: kmalcolm@hydro.mb.ca Competitive Procurement Strategy Request for Proposal with further negotiations Pass/Fail Criteria All proposals/tenders must meet all of the following criteria, in Manitoba Hydro's determination, in order to proceed to the third stage of the evaluation process: Stage I - Mandatory Criteria Manitoba Hydro will review submitted Proposals for compliance with the following mandatory criteria: Completed CIP-013 Cyber Security Supply Chain Risk Questionnaire Have a minimum of five (5) years experience involving the manufacture, supply and delivery of protection relays adequate for the protection of AC Harmonic Filter Banks for use at Utilities with a 60Hz system frequency. This includes a minimum supply of at least 10 items total from the proposed products. Provide a minimum of five (5) years of warranty for all equipment included in the proposal All equipment included in the proposal complies with electrical safety certifications from one or more of CSA, UL, cUL or IEC. All equipment is commercially available, and not a prototype product or one that is at End-of-Life. Proposals that do not comply with all of the mandatory criteria as of the Proposal Close will, subject to the express and implied rights of Manitoba Hydro, be disqualified and not evaluated further. Stage II - Mandatory Technical Requirements Proposals which have satisfied the mandatory criteria set out above, if any, will be then evaluated for compliance with mandatory technical requirements. Proposals will be evaluated on supplier parts list and hardware system breakdowns provided in Form 01 (Pricing) and Form 04 (Mandatory Criteria - Stage 2).
