Reference number : 1654600 Review Title : Public call for tenders for the conclusion of multi-supplier contracts (CRPF) for the performance of non-commercial silvicultural works and related technical works for the period 2023-2029 Deadline for receipt of complaints: 2022-11-08 Submission sent electronically accepted: No CONTEXT OF REALIZATION OF THE MANDATE Rexforêt, a wholly-owned subsidiary of Investissement Québec (IQ), is delegated management for the Ministry of Forests, Wildlife and Parks (MFFP). As such, it is responsible for carrying out all non-commercial silvicultural work on land in the public domain and manages an annual budget of approximately $200 million per year. Rexforêt entrusts the execution of the work to a few hundred silvicultural companies located in all the administrative regions of Quebec. Its operations mainly include contract management and work supervision activities. The Act respecting contracting by public bodies (LCOP) does not allow the renewal of current silvicultural work agreements (ERTS) upon their expiry. The Ministère des Forêts, de la Faune et des Parcs (MFFP) and Rexforêt are implementing a new strategy for awarding contracts to retain, for several years, the services of companies capable of providing the required services. The services of several suppliers will be retained during this call for tenders. This call for tenders is carried out in accordance with Rexforêt's Policy on the conditions of contracts (Policy) as well as the Registration and exclusion manual of Rexforêt's Supplier Registry (Manual) presented in reference documents. DESCRIPTION OF WORK TO BE PERFORMED NEEDS As part of this call for tenders, Rexforêt requires the services of suppliers for non-commercial silvicultural work described in the Guide sylvicole du Québec or the related technical data sheets for a period of six years (2023-2029). Site treatments using various equipment Artificial regeneration treatments using forest seedlings of various sizes, produced in bare roots or in containers Nurturing treatments in various types of stands: plantations, young hardwood or mixed softwood forests Remedial treatment in various types of mixed stands BUDGET TO BE DISTRIBUTED BETWEEN SUPPLIERS The estimate of the budget to be allocated annually is around $117.2M. It breaks down as follows: $113.2M for the execution of non-commercial silvicultural work. Approximately $4M to fund compliance monitoring work. Please note that an envelope of approximately $4.5M, intended for technical work, will be added to the budget of $117.2M to be distributed among the selected suppliers. They will have access to part of this additional sum, depending on the volume of technical work required for the silvicultural work they will be entrusted with.
