Site work and renovation of a water / sewer project in Port St Lucie, Florida. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The City of Port St. Lucie, a Florida municipal corporation ("City") is requesting Proposals from interested firms to provide Construction Manager at Risk ("CMAR") services to assist in services to oversee the design and construct the Westport Wastewater Treatment Facility ("WWTF") Nutrient Reduction Improvements ("Project") utilizing the CMAR process. A CMAR will be selected to manage the performance of all goods and services necessary for the successful completion of the Project. During the Pre-Construction Phase (Phase 1) the CMAR will assist the City and design professional(s) to advise on buildability, provide input on sequence of construction, and advise means or methods of potential cost savings to the City. The CMAR will complete the Construction Phase by the utilization of subcontractors that are qualified, experienced and licensed companies/contractors who specialize in the various areas covered in the scope of the Project. Once the CMAR completes Phase 1, the CMAR will prepare the Guaranteed Maximum Price ("GMP"). The City and CMAR will enter into the Construction Phase (Phase 2). Phase 2 is inclusive of obtaining necessary permits, and the selection and subcontracting of companies/contractors for goods and services that bring quality, economic benefits and value to the City. The Project may include, but is not limited to, construction, demolition, site work, underground utilities, electrical and instrumentation, road and sidewalk replacement, and restoration. In accordance with Section 255.05, Florida Statutes, a Public Payment and Performance Bond is to be issued in a sum equal to one hundred percent (100%) of the total awarded contract amount by a surety company considered satisfactory by City and otherwise authorized to transact business in the State of Florida shall be required from the successful Proposer. This shall insure the faithful performance of the obligations imposed by the resulting contract and protect the City from lawsuits for non-payment of debts incurred during the successful Proposer's performance under such Contract. The Project must be complete by June 1, 2025 as time is of the essence with completion of the Project. In the event that the contract(s), if any, resulting from the award of this eRFP shall terminate or be likely to terminate prior to the making of an award for a new contract for the identified products and/or services, the City may, with the written consent of the awarded Contractor(s), extend the contract(s) for such period of time as may be necessary to permit the City's continued supply of the identified products and/or services. The contract(s) may be amended in writing from time to time by mutual consent of the parties. Unless this eRFP states otherwise, the resulting award of the contract(s) does not guarantee volume or a commitment of funds. The City reserves the right to reject any or all responses, to waive any irregularity or informality in a Contractor's response, and to accept or reject any item or combination of items, when to do so would be to the advantage of the City. The City reserves the right to waive mandatory requirements provided that all of the otherwise responsive proposals failed to meet the mandatory requirements and/or doing so does not otherwise materially affect the procurement of requested commodities and/or services. It is also within the right of the City to reject responses that do not contain all elements and information requested in this eRFP. A Contractor's response will be rejected if the response contains any defect or irregularity and such defect or irregularity constitutes a material deviation from the eRFP requirements, which determination will be made by the City on a case-by-case basis.
