Construction began March 6, 2023. The Owner reserves the right to award two separate projects to different firms or one Bidder may be awarded both sections as a single project. Scope of Contract is for construction of approximately 56,675 linear feet of 96-inch diameter water line with all necessary valves and appurtenances, from Shady Lane at Hopper Rd to Beltway 8 near the City of Houston's Northeast Water Purification Plant. The proposed water line installation will primarily consist of open-cut construction; however, tunnel construction methods are required at some Harris County roads, Harris County Toll Road Authority (HCTRA), City of Houston, TxDOT roads, Union Pacific Railroad, Harris County Flood Control District (HCFCD) drainage systems, and private pipelines. Details of this work are provided in the Construction Drawings and Project Manual. This project is a part of the overall Surface Water Supply Project. Contractors have been pre-qualified to bid on this project. The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding or bidding process except time of submitting a Bid. The Successful Bidder, if any, will be the responsible Bidder which in the Board's judgment will be most advantageous to the West Harris County Regional Water Authority (the Authority) and result in the best and most economical completion of the Project.
