Site work for a water / sewer project in Blythe, California. Completed plans call for site work for a water / sewer project.

Golf Course Water Supply Line Project. It is the sole responsibility of the bidder to ensure that his/her/its bid is received by the deadline. Any addenda will be posted on the website. It will be the responsibility of each bidder to obtain the addenda from the website. Each addendum will include an acknowledgment indicating receipt of the addendum. This acknowledgment must be signed and included with the bid for each addendum issued. Bids which do not include the signed acknowledgement for each addendum, if any, may be rejected. The project consists of the installation of approximately 1000' of a 24 water supply line from the head gate located on the A18-CHK check station located at the corner of 4th Street and Defrain to the cistern located at the holding pond on Hole No. 6 of the Blythe Municipal Golf Course. The awarded contractor will identify a viable section of the existing concrete supply line on both ends of the supply system to make their connection. The connection must be industry approved and free from leaks. If no viable section of the existing supply line is found, the contractor must replace the existing supply line in its entirety from the head gate to the cistern. The material used for the pipe will be equivalent to or better than HDPE Pressure Pipe. The supply line will be buried a minimum of 48 from the top of pipe to the finish grade of the field. The contractor will take great care at ensuring that the installation of the supply line is free from low points (bellies) so as to deter settlement of sediment in pipe. The existing pipe will need to be disposed. Disposition of the existing concrete supply line may be done in a pit adjacent to the new supply line buried at a minimum of 60 from top of despised material to top of finish grade. Timing is of the essence. This is the only water supply for the entirety of the golf course and as such the amount of time the water is shut off will be critical. The awarded contractor will submit a plan detailing their construction timeline as well as a water outage timeline to the City of Blythe, Blythe Municipal Golf Course, and the landowner so that the City of Blythe/ Blythe Municipal Golf Course can work to ensure that they have adequate water supply during the outage. Please refer to Exhibit A for more project information. Questions regarding bidding, the bidding process and/or the project plans, specifications and contract documents may be submitted to Mallory Crecelius by email at msutterfield@cityofblythe.ca.gov until 4:00pm on Thursday, November 10, 2022. Responses to all questions received will be issued via an addendum posted to the City's website by Wednesday, November 16, 2022. All bids must be submitted on the proposal forms included in the bid documents and be signed by an authorized company representative. No bid will be considered unless it is made on the proposal form furnished by the City and made in accordance with the provisions of the bid requirements. Each bid must be submitted in a sealed envelope clearly labeled City of Blythe Golf Course Water Supply Line Project and addressed to the City Clerk. 7.BID SECURITY. Each bidder must submit with his/her/its bid a certified check, cashier's check, or a bid bond, made payable to or in favor of the City of Blythe, in an amount equal to at least ten percent (10%) of the total amount of the bid. No bid will be considered unless accompanied by such certified check, cashier's check, or bid bond. In accordance with California Public Contract Code section 3300, the selected contractor shall possess a valid Class A General Engineering Contractor license issued by the State of California Contractors State License Board at the time of contract award. Each subcontractor(s) performing work shall possess the appropriate State licenses for the work to be performed. Each bidder shall submit a copy of its active Contractors license with its bid documents. Pursuant to California Labor Code sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the California Public Contract Code, or engage in the performance of any contract for public work unless registered and qualified pursuant to California Labor Code section 1725.5. This project is a public work subject to prevailing wage requirements. Pursuant to provisions of Sections 1770 et seq. of the California Labor Code, all works employed on the project shall be paid not less than the general prevailing rate of per diem wages, as determined by the Director of the Department of Industrial Relations (DIR) for work of a similar character in the locality in which the work is performed, and not less than the general prevailing rate of per diem wages for holiday and overtime work. Copies of the prevailing rate of per diem wages are on file with Public Works Department and are available to any interested party upon request. The successful bidder will be required to provide a Payment Bond and a Performance Bond, each in the amount of 100% of the contract amount. The work shall be completed forty-five (45) calendar days following receipt of a written Notice to Proceed from the City. The City withholds five percent (5%) of each progress payment as retention. Pursuant to California Public Contract Code section 22300, the successful bidder may substitute certain securities for money withheld by the City to ensure performance of the contract. At the request and expense of the contractor, securities equivalent to the amount withheld shall be deposited with the public agency, or with a state or federally chartered bank in this state as the escrow agent, who shall then pay those moneys to the contractor. Securities will be returned to the contractor upon satisfactory completion of the contract. The awarded contractor and subcontractors will be required to obtain a City Business License. The City of Blythe reserves the right, in its sole discretion, to reject any or all bids, or to waive any minor irregularities or informalities in any bid.
