As of July 2, 2024, per owner, this project was not awarded. The City of Blackwell, Oklahoma, is requesting engineering qualifications for a potential ARPA funded Clearwell for the Water Treatment Plant Project. The clearwell shall be located at the proposed water treatment plant currently being designed near N 29th St. and W Dewey Ave. and shall be 0.5 to 1.0 million gallons in size. Design and Engineering services should begin immediately after selection is made. Clearwell size shall be based on hydraulic network analysis of various demand conditions (average, peak, fire, etc.) with consideration to water age and potential for disinfection byproduct formation. Tank location and associated yard piping shall be coordinated with the current water treatment plant consultant. Consultant shall evaluate the disinfectant contact time in accordance with the EPA Guidance Manual to the Surface Water Treatment Rule. Consultant shall evaluate AWWA D100 welded steel water storage tanks and AWWA D110 Type III wire or strand wound, prestressed, concrete circular core wall tank and provide detailed life cycle analysis. Consultant shall assist owner in selecting an independent geotechnical and materials testing consultant for subsurface investigations, foundation design recommendations, and testing during construction. Procurement for sub-consultants shall follow 2 CFR 200:317-327. The method of contractor selection has not been determined at this time.
