Stutsman Rural Water District (SRWD), in accordance with the State Water Commission Funding requirements, is soliciting a Request for Qualifications (RFQ). The RFQ will be for the engineering design and construction services for the Wellfield Expansion Project of the SRWD rural water system in 2022. SRWD may utilize the selected firm for only this project or may elect to utilize the selected firm for a mulit-year period for all of its engineering needs. Responses shall include: 1. Written proof that applicant has been engaged in full-time business operations for profit, in its existing form, (whether sole proprietorship, partnership, joint venture or corporation), for not less than five (5) years prior to the date of this notice. 2. Applicant's principle place of business of the staff which will be primarily involved and the location of the headquarters of the firm. 3. The names and detailed listing of experience and qualifications of the staff to be assigned to and primarily working on the SRWD project. 4. A minimum of three (3) references with experience regarding the firm's capabilities and past work performance. 5. A listing and description of the firm's current and projected workload for the next two (2) years and a narrative on how the SRWD Wellfield Expansion project would be staffed and a timeline of when the design engineering will be completed. Points will be awarded for these criteria: 1. Prior experience of applicant in its present form as engineer for rural water systems construction projects involving not less than $5 million in construction costs. (maximum of 20 points) 2. Prior experience of applicant in its present form with State Water Commission, ND State Revolving Loan Fund and USDA Rural Development. (maximum of 15 points) 3. Professional credentials of the applicant's key personnel who will work on this project. Points will be awarded for owners/employees of the applicant who have been with the applicant firm as an owner or full-time employee for not less than two (2) years prior to the date of this notice and only for persons who are practicing in the state in which their principle place of business is located. (maximum of 20 points) 4. Prior experience of applicant in its present form for SRWD projects. (maximum of 15 points) 5. Work load capability of the applicant in its present form - ability to complete the project with existing staff within the required time limits. Applicant must demonstrate how and with what office and field staff it proposes to perform the project management functions. Only staff who are full-time employees of the applicant and who have been employed for not less than two (2) years prior to the date of this notice will be considered in awarding points under this criteria. Provide names of personnel who will be working with the SRWD staff on the project. Once named, staff may not be removed from or added to the project without the written approval of the SRWD Distribution Manager. (maximum of 25 points) 6. Location. Preference will be given to firms headquartered in North Dakota. (maximum of 5 points) Once the selection process is complete, SRWD will evaluate fee structures of the selected engineering firm and negotiate an agreement for the scope of work and services proposed. In the event SRWD cannot negotiate an agreement to its satisfaction, SRWD reserves the right to negotiate with other firm(s) who have responded or to re-advertise the Request for Qualifications. The method of Contractor Selection has not been Determined at this time.
