All according to the terms and conditions described in this call for tenders document. Bids will be evaluated according to a two-step weighting and evaluation system based on a quality/price ratio more fully described in Chapter 3 of this section. In summary, the first step is the qualitative evaluation and the second is the price evaluation for bids that have received at least a score of 70/100 for the qualitative evaluation, also called interim scoring. Two envelopes, one of which contains the price offer, must therefore be used by the tenderers. The method of contractor selection has not been determined at this time.
