Demolition, site work and new construction of a mixed-use development in Norfolk, Nebraska. Design plans call for the demolition of a transportation facility; for the construction of a transportation facility; and for site work for a transportation facility.
As of July 23, 2024, an engineer has been selected for the project. The project itself has not yet been approved due to congressional funding, which is under consideration by the president. Although a firm timeline for bidding and construction has not been established, bidding is not expected to start prior to early 2025. *The closed solicitation has been included below for reference: The Norfolk Airport Authority (Sponsor), Norfolk, Nebraska is hereby soliciting statements of qualifications and experience from qualified airport consultants for airport development projects at Norfolk Regional Airport/Karl Stefan Memorial Field, Norfolk, NE. Subject to federal funding under the FAA Airport Improvement Program (AIP), Bipartisan Infrastructure Law (BIL) Program, and/or State funding, these projects may include the following: 1. FY2023/2024 Replace Airport Terminal Building and adjacent Hangar $7,750,000 2. FY2023/2024 Apron Expansion Estimated Cost $690,000 The projects have been developed from the Sponsor's Airport Capital Improvement Plan, prepared with assistance from the NDOT/Aeronautics Division. A copy of each project CIP Data Sheet will be made available upon request. The required services may include, but are not limited to: preliminary environmental and engineering evaluations, design bidding, construction phases, construction observation, incidental special services such as geotechnical, surveying, and Airports GIS Aeronautical surveys. A qualification based selection process conforming to the current version of FAA Advisory Circular 150/5100-14, Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects, will be utilized to select the most qualified firm. The sponsor may select from the RFQs, conduct interviews, or a combination thereof. Fee information will not be considered in the selection process and must not be submitted with the statement of qualifications. Fees will be negotiated for projects as funds become available. Selection criteria will include, but not limited to: oCapability to perform all aspects of the project (20%); oRecent experience with comparable projects (10%); oQuality of previous airport projects undertaken (10%); oKey personnel qualifications and experience that may be assigned to the projects (10%); oQualifications and experience of sub-consultants that may be engaged (10%); oKnowledge of FAA regulations, policies, and procedures (20%); oCapability to meet schedules or deadlines (10%); oUnderstanding of a project's potential challenges and special concerns of the sponsor (10%). Prospective firms are advised that applied overhead rates must conform to the cost principals established within Federal Regulation 48 CFR Part 31, Contract Cost Principles and Procedures. The successful firm will be required to submit a copy of their current overhead rate audit certification. Contracts are subject to all applicable federal contract provisions as established by various laws and regulations. TITLE VI SOLICITATION NOTICE: The Norfolk Airport Authority, Norfolk, Nebraska, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. .
