Following the 2013 floods, Alberta Environment and Protected Areas (AEPA, the "Department") identified the need to investigate the feasibility of potential water storage options on the Bow River upstream of the City of Calgary. Phase 1, the Bow River Reservoir Options (BRRO) Conceptual Assessment, identified three reservoir options that could potentially provide the necessary flood and drought mitigation along the Bow River upstream of Calgary: a new Morley reservoir, a new Glenbow reservoir, and expanding the Ghost Reservoir. The Conceptual Assessment concluded in 2020. Building on the work completed in the Conceptual Assessment, the Phase 2 BRRO Feasibility Study is assessing the technical feasibility of these three options with the purpose of providing information to help inform a government decision on an option to proceed, if any, to the next phase of final design and regulatory approval (Phase 3). In December 2020, the Department contracted the services of a prime consultant ("Prime Consultant") to complete the Feasibility Study work. Building on the work completed in the Conceptual Assessment, the Prime Consultant is drafting a series of specialized project reports that will become a part of the larger, Phase 2 Feasibility Study final report; this work is well underway. The Government of Alberta would like to engage a team of technical reviewers ("Review Team") consisting of independent experts to participate in the development of major water management projects where public safety is a significant consideration. The purpose of these Review Team is to, independent of the option designers and contractors, review and advise the government on technical matters related to the design and safety of high hazard structures such as major dams and their appurtenant structures. The Method of Contractor Selection has not been determined at this time.
