THIS IS A PRESOLICITATION NOTICE ONLY PRESOLICITATION NOTICE- Replace Building 1 Roofs Project Number 589A4-23-102 Scope of work: The General Description: This project is to Replace Building 1 Roofs at Harry S. Truman Memorial Veterans Hospital in Columbia, MO. This project is to replace roof of the 2nd floor (ACA), 6th floor and penthouse of Building 1 at Harry S. Truman Memorial Veterans Hospital in Columbia, MO. The desired roofing system is Thermoplastic Polyolefin (TPO) membrane which shall require minimal maintenance and offer prolonged longevity. Roofing system, including any roofing penetrations, shall prevent entrance of moisture and be resistant to natural elements; including but not limited to hail, snow, ice, high winds, heavy rains and sun exposure. Reuse of existing equipment curbs is allowed only if they are structurally sound and in acceptable condition. Otherwise, they need to be replaced with new curbs. Abandoned ducts/pipes shall be capped below the roof and deck to be infilled to match existing. Existing lightening protection components to be returned to their original condition and location while following roofing manufacturing guidelines to maintain roof integrity/warranty. Existing operational mechanical equipment will remain and not be replaced as a part of this scope. Equipment will be raised from the existing supports enough to allow modifications for the supports to accommodate the new roofing and insulation. Electrical and ductwork will be disconnected as required to allow the equipment to be lifted and reconnected when the equipment is re-set. Duct transitions will be provided where necessary to accommodate the additional height of the equipment. All roof rails no longer in use will be removed. Existing roof penetrations will be removed, and ductwork and piping will be caped below the roof deck, where necessary. Perform structural engineering design services for fall protection anchorage of a portion of building 1 on the Harry S Truman VAMC in Columbia, Missouri. Fall protection lifelines will be added to the ACA roof and the 6th floor roof. Lifelines anchorage points will be spaced as required by manufacturer instructions and connection through the roof down to the existing structure. 2nd Floor (ACA) This portion will include replacement of roofing membrane only. In some areas (highlighted on drawings) softened tapered insulation crickets are to be demolished and replaced with lightweight concrete crickets to seamlessly match to existing lightweight insulated concrete roof at this floor. Fall protection lifelines will be added to the ACA roof. All existing equipment rails and curbs will be re-used after the new roofing membrane is installed, assuming they are in good condition. Existing roof drains will remain and be sealed to new roofing membrane. New equipment rails will be provided for the existing condensing unit currently sitting on wood blocks on the roof. 6th Floor/Penthouse This portion will include demolition of the existing roofing membrane and insulation to concrete deck. Roofing Polyiso insulation will be added to the roof to meet energy requirements of R-30 roof assemblies. 6 new overflow roof drains will be added by connecting to the existing main drain lines. Roof access hatch and edge assembly will also be replaced. There are 12 existing cast stone grilles that need to be reinstalled on the north wall of penthouse as a part of this project. Fall protection lifelines will be added to the 6th floor roof. Equipment rails and curbs will be re-used where existing height allows. Curb extensions will be utilized to increase the height of the curbs. Equipment rails that are not high enough will be removed and replaced with new equipment rails of sufficient height. New equipment rails will be provided for the existing condensing units currently sitting on wood blocks on the roof. All existing roof drains will be removed, and new roof drains will be installed at the new roof elevation. Piping will be extended as necessary. The Estimated range to complete this work is $1,000,000.00 to $2,000,000.00. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 (General Construction Contractors), with a small business size standard of $45.0 million. The duration of the project will be 210 calendar days from Notice to Proceed to include contract closeout. This completion period includes submittals, all construction work, final inspection, cleanup of the premises and completion of as-built drawings and close-out documents. Award will be made utilizing the Lowest Price Technical Acceptable (LPTA ) Best Value type. Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. Offerors are responsible to monitor and download all Solicitation documents, Specifications, Drawings from the Sam contract opportunities website: https://sam.gov/content/opportunities and any amendments that may be issued for this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, SBA Veteran Small Business Certification (VetCert) Registration, prospective contractors must be registered in SAM and in the SBA Vetcert databases under the applicable NAICS. Firms may obtain SAM information at https://sam.gov/content/home and SBA VetCert https://veterans.certifysba.gov. The solicitation package and drawings should be available for download on or about July 28, 2023, and the proposal due date will be on or about August 31, 2023. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend. No hard copies of the solicitation or drawings will be provided; and telephone questions will NOT be accepted.
