Site work, paving, outdoor lighting and new construction of a mixed-use development in Millington, Tennessee. Completed plans call for the construction of a playground / park / athletic field; for site work for a playground / park / athletic field; for outdoor lighting for a playground / park / athletic field; sidewalk / parking lot; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The project consists of but is not limited to the installation of a new parking lot, playground with surface, new restrooms, paved walking trails, parking lot lights, sod, demo of existing structures and anything else that is required to provide a complete project per the plans and bid book. The contractor is responsible for all taxes, permits required to construct the project and the testing of all concrete by a certified third-party firm. As a part of the required permits, the contractor is also required to obtain the NPDES permit for discharging of stormwater from a construction site. Along with the NPDES permit, the constructor is required to perform the required twice weekly inspections with at least a TDEC Level 1 inspector, maintain an on-site rain gauge & log, along with the SWPPP / plans with any changes to the erosion control plans noted. The contractor is responsible if required for the relocation of ANY utilities required to build this project per the plans. PIP installation requirements Installation is performed by technically trained Play & Park Structures approved specialists. The specialist shall be responsible for all labor, materials, tools, equipment, and applicable taxes to perform all work and services for the installation of the surface. Playground installation requirementsPlayground installation is done through a factory certified installer, or a playground installer recommended by your local representative. The City of Millington (City) is seeking bids for the Millington Discovery Park Project, located at 5152 Easley St, Millington, TN 38053. All bidders must meet the requirements in this bid book and the plans for the project. The City reserves the right to reject any and all bids and to waive any informality in the bidding process. The City of Millington is an equal opportunity employer and will not discriminate against any individual for any reason. A Bid Bond favorable to the City of Millington, executed by the Bidder and an acceptable surety, in an amount equal to twenty five percent (25%) of the total of Bid, shall be submitted with each Bid. All questions are due by 4pm the day the pre-bid meeting is held. Email those questions to t.walls@millingtontn.gov & k.webb@millingtontn.gov by 4pm that day. All of the questions and answers will be posted to the City of Millingtons website. The Bidder should thoroughly examine and familiarize himself with the site, and all other contract documents. The Contractor, by the execution of the Contract, shall in no way be relieved of any obligation under it due to his failure to receive or examine any form or legal instrument or to visit the site and acquaint himself with the conditions there existing and the City of Millington (City) will be justified in rejecting any claim based on facts regarding which he should have been on notice as a result thereof. Note: All contractors interested in the project are required to attend this pre-bid conference. The City of Millington has TWO alternative bids on this project. The BASE BID & the TWO alternative bids are to include the Davis Bacon wage rates included in this bid book. The Davis Bacon Wage Rates are attached at the end of this document. All Bids must be submitted on forms supplied by the City of Millington and shall be subject to all requirements of the Contract Documents, and these INSTRUCTIONS TO BIDDERS. All Bids must be regular in every respect and no interlineation, excisions or special conditions shall be made or included in the Bid Form by the Bidder or it will be rejected by the CITY. Bid Documents (one original) including the Bid, and the Statement of Bidders Qualifications (if requested) shall be enclosed in an envelope which shall be sealed and clearly labeled as required by the GENERAL CONTRACTOR'S LICENSING ACT OF 1976. Only bids on City-issued bid books will be accepted. Bids on unnumbered books will be rejected and not read at opening. Completion Date: June 28, 2023
