RFQ - Architectural/Engineering Services. Reference your submittals as "Architectural/Engineering Services for the LCWSA". The Statements of Qualifications in its entirety shall not exceed five (5) pages (excluding a one-page cover letter); double sided; not smaller than size 12 font. The proposal shall include a clear table of contents addressing all the requirements of the RFQ. These requirements will be strictly enforced. It is the intention of this RFQ to provide the LCWSA with a list of pre-qualified firms to be assigned various architectural/engineering and consulting tasks as need arises. This RFQ will also serve as the LCWSA's compliance with the New York State Environmental Facilities Cooperation ("NYS EFC") Certification for A/E Services Procurement for Federally Funded Projects. The Livingston County Water and Sewer Authority is a public benefit corporation established in 1995 by an act of the State Legislature. The LCWSA currently serves over 7,000 water and sewer customers. We operate and maintain two wastewater treatment plants, approximately 50 miles of sanitary sewer pipe, 46 sewer pump stations, 11 water towers and approximately 120 miles of water pipe. The Lakeville Wastewater Treatment Plant is permitted for 1.27 MGD (million gallons per day) that serves portions of Conesus Lake, Lakeville, Livonia and Hemlock. The Groveland Station Wastewater Treatment Plant is permitted for .06 MGD and serves portions of the Town of Groveland and West Sparta. The LCWSA serves residents in 11 different communities and is actively working with community partners on several water and sewer expansion projects throughout Livingston County. The LCWSA will evaluate all the Statements of Qualifications to select at least three (3) consultant teams. The qualifications will be comparatively evaluated based upon the requirements stated in the body of this RFQ. After reviewing the Statement Qualifications, the consultants will be ranked on their: Appropriate Job Title Billing Rates - 10% Demonstrate the ability to meet (or exceed) MWBE and SDVOB goals with projects - 15% Familiarity of the LCWSA service area/region and history of similar relationships with communities, utilities, and/or public authorities like LCWSA - 20% Staff/Firm expertise - 25% Ability to provide a wide range of services consistent with the list under the "Professional Service" Heading - 30% It should be noted that the consultant teams will be selected based on the evaluation criteria. The scope of services, fee proposals, and negotiations will occur as the specific projects are assigned to a consultant. Once a scope of services and fee is successfully negotiated, the LCWSA shall issue a purchase order authorizing the consultant to proceed. Following the review of Statements of Qualifications, no guarantee of work assignments or projects can be made, however, the assignment of projects will be based on the LCWSA's needs. The selection of consultants will be valid for a period of three (3) years from the date of LCWSA Board approval and the LCWSA reserves the right to renew the selected consultants for an additional three (3) years. The following is a general framework of services that could be provided by the A/E Consultant. Services should not be limited by this framework. Instead, the scope of services will be tailored to each individual project, its budget, schedule, and nature of work. Consultant teams submitting responses to this RFQ shall consider the following as potential projects. Assessment of Existing Conditions and Infrastructure Assessment of space and functional program information Assessment of a Site's ability to accommodate the proposed project Project initiation reports (feasibility analysis, master planning, alternative conceptual design options with order of magnitude cost implication, consideration to future expansion, etc.) Schematic design Design Development (Draft Design Reports, Preparation of Final Design Reports) Construction documents (Final Plans and Specifications, Executions of Contract Documents, Project Schedules, Payment Certifications, etc.) Assist in the review and award recommendation of contract bids As-Built drawings Construction Inspection Services/ Construction Administration Pre- Bid Meetings and Progress MeetingsGeotechnical Evaluation Energy Environmental Services - Testing and Evaluation Structural /Civil Engineering Structural testing per chapter 17 of the Building Code of New York State Testing of Building materials (concrete, bolts, weldments, soils, masonry, etc.) Electrical/SCADA Systems - Evaluating, design, and inspection Plumbing Systems - Evaluating, design, and inspection Mechanical Systems - Evaluating, design, and inspection Architectural Services Wetland Delineation Environmental permitting Right-of-way Appraisal/ Acquisitions Surveying services including ROW surveys Project Cost and monitoring Control Cultural Resources surveys Endangered species surveys CAD/Mapping/drafting Services Water and Sewer Rate calculations Dispute Settlements Design and Manage Water and Sewer Capital Improvement Projects. A statement is required of each firm submitting qualifications that best describes the firm's understanding of this undertaking, their unique qualifications, their knowledge of government/public utility projects, and flexibility in implementing projects of varied scope and nature. A list of communities/clients and dates where you have provided similar services. Provide the following information A statement clearly indicating that your firm has the capacity to enter into the A/E Services Agreement should you be selected for a specific project. Indicate the primary location of the offices where the work would be performed. An organizational chart indicating the staff that may be assigned to the contract and their responsibilities. Demonstrate the ability to perform small projects (less than $20,000) in a timely manner. A list of job titles and their associated hourly billing rates with a not-to-exceed hourly rate and an overhead multiplier for 2023-2025. To be selected, the Consultant needs to be a licensed and authorized by the State of New York to practice Architecture/Engineering. The chosen consultants shall not be permitted to subcontract any or all the work performed without first obtaining written permission from the LCWSA. The LCWSA reserves the right to reject any or all proposals. The LCWSA reserves the right to reject any or all Statements of Qualifications. This invitation does not commit the LCWSA to accept any Statements of Qualifications and does not obligate the LCWSA for any cost associated with the preparation of the same. The method of contractor selection has not been determined at this time.
