Due to Covid-19 the LCWSA office is not open during the regular office hours. If delivering the Sealed Bid in person you can either leave in the drop-box, leave with someone in the office (if there), or schedule a time to drop them off in person. Bidders planning on mailing Sealed Bids should be aware that delivery may not be guaranteed. Due to Covid-19 we will limit the number of people attending the bid opening and hold the bid opening outdoors. This project consists of installation of approximately 19,500 LF of 8-inch and 12-inch diameter water main, appurtenances, pressure reducing valves, valve vaults, and all related work. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. Due to Covid-19 bidding documents will not be available for general viewing at the issuing office or the LCWSA Office. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Only Bidders receiving bid documents from the Issuing Office (electronic or printed) will be allowed to submit a bid to be considered for award. A pre-bid conference will NOT be held. Only written Requests For Information (RFI) will be accepted. RFI's will be accepted until 5:00 p.m. (Local Time) on June 7, 2021, at the office of the Engineer to the attention of Zach Anderson via email: ZAnderson@CPLteam.com or facsimile: 585-232-5836. If necessary, an Addendum will be issued by 12:00 p.m. (Local Time) on June 9, 2021 from the office of the Engineer. Bid security is required. Bidders on this work will be required to comply with Executive Orders 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. The successful bidder must be an equal opportunity employer, must meet all appropriate State and Federal standards, and comply with all relevant governmental regulations. Funding on this project requires that the successful bidder comply with all requirements of the New York State Environmental Facilities Corporation Program Requirements included as an Exhibit to the Supplementary Conditions. New York State certified Minority and Women-Owned Business Enterprise (MWBE) firms are encouraged to respond. Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York. Bidders shall comply with the Iran Divestment Act of 2012. Sales and Use of Tax Exemptions: The LCWSA is exempt from the payment of sales and compensation use taxes of the State of New York and of cities and counties on all materials, equipment, and supplies sold to the LCWSA pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the LCWSA pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid. All bids shall be binding for a period of sixty (60) days after the bid opening date. The LCWSA reserves the right to reject any and all bids and to waive any informalities therein. 30% Minority and Women's Business Enterprise Participation
