The Utility Services Department of the Thompson-Nicola Regional District (TNRD) is soliciting interest from suitably qualified firms to enter into a Consulting Services Agreement (CSA) with the TNRD to provide engineering and environmental consulting services for a variety of projects in upcoming years. The TNRD anticipates budgeting over 4 million dollars for engineering and consulting projects related to Utility Services operations in the next 5 years. These projects may include infrastructure assessments, preliminary design of water treatment facilities, watermain extensions, wastewater treatment facility upgrades, and others, as well as general engineering oversight and compliance reporting for water and wastewater operations. The focus of the TNRD's requirements for engineering services will be on civil engineering, but there may be a requirement for other aspects of engineering disciplines such as electrical, geotechnical, hydrological and environmental engineering. The TNRD will be seeking a firm experienced in the development of project budgets, contract administration, development of RFPs, Design/Build, tendering and general contract administration. There is also an expectation that there will be a need for ongoing engineering advice on specific issues to assist staff in the development of reports to the Board. It is reasonable to expect that there may be regular inquiries from staff on a variety of engineering issues.
Award of a Consulting Services Agreement may be based on the expertise of a firm's key individuals, proposed unit rates, relevant experience and availability. Consultants will provide these services on an "as required" basis for the duration of the contract. Agreements will be on a two year initial term, with the option to renew three times for one year terms, upon mutual agreement of the parties. Execution of a Consulting Services Agreement between a Consultant and the TNRD does not confer any rights of exclusivity for TNRD work to the consultant, nor does it prevent the TNRD from using other procurement processes for services covered under the RFP. The Method of Contractor Selection has not been determined at this time.
