Renovation of a mixed-use development in Beale AFB, California. Completed plans call for the renovation of a military facility.

010007 Questions and Answers / Assumptions and Exceptions: Contractors are cautioned that all communications are to be channeled through the Contracting Officer. Any questions whether technical or contractual in nature shall be submitted in writing. Questions and Answers shall be submitted in writing to the Contracting Officer (CO) at roman.pavlovich@us.af.mil by 02:00 PM (Pacific Standard Time), 15 November 2022. Bristol General Contractors is bidding the Gold Country JR Enlisted Dormitory Renovations, Buildings 24114 and 24110 at Beale AFB, CA. Please review the SOW and let us know if you will be bidding the project by accepting or declining the bid invitation. This is a design build project. We will send out bid documents after all RFI questions have been answered The Contractor shall furnish all design, labor, supervision, transportation, materials, testing, analysis, reports, permits, specifically air quality authority to construct permit, hauling, tools, equipment, and professional design services to accomplish all the work involved as necessary to: Complete a mid-life-cycle renovation of junior enlisted dormitories to include construction and renovation of all common rooms and hallways, balconies, stairwells, railings, dormitory living quarters, individual bathrooms, kitchens, bathroom ventilation, and HVAC fan coil units. Renovation to also include common area bathrooms, laundry rooms, and kitchen for the Junior Enlisted Dormitories Building B24110 and B24114 at Beale AFB California. The construction and renovations shall include a demolition and construction phasing plan. The Construction Phasing Plan shall provide a schedule for the removal and installation of heating/cooling water supply lines, waste water drains, emergency lighting, and HVAC/R systems. The contractor shall verify existing underground utilities related to the project including all necessary field measurements for detailed references by the 15% approval submittal. Although the project entails two dormitory buildings, Contractor work shall be phased on one building at a time, with allowances for work on the other building simultaneously on a not-to-interfere basis with operations in the non-affected building. Exterior/Foundation Buildings 24110 & 24114: - Seal cracks to prevent water intrusion on all walkways surrounding the facility using silicone based material. Work should all exterior walkways on all floors. Exterior Enclosure Buildings 24110 & 24114: - Contractor shall power wash and patch all damaged stucco (cracks, chips, etc.) - Building exterior shall be painted according to the Beale Design Guide using "earth toned or tan" color pallet to best match existing paint coat - Contractor shall provide samples of paint colors before permanently applying paint. The project manager will have final approving authority. - Stairwells shall be power washed and refurbished to meet California Code of Regulations, Title 8, Section 1626. Stairwells and Stairs. UFC 1-200-01 - Contractions shall replace all downspouts if deemed damaged on site - All metal material and trim shall be painted according to the Beale Design Guide "dark brown" to include doors, window trimmings, stairwells, hand rails, and down spouts. Exterior Lighting - Replace all exterior lighting fixtures in accordance with UFC 3-530-01 and the Beale Design Guide. - Light casings and fixtures shall be anodized dark brown - All lighting shall be replaced with LED in all fixtures. Living Quarters for Buildings 24110 & 24114: - Contractor shall remove all dormitory furniture (beds, dressers, tables) to on-base storage areas to be provided for return once renovations are complete. (OPTION) - Windows shall be resealed with silicone based material. - Closets shall be painted, have new doors installed and hangar bar and shelf installed. - Contractor shall remove and replace carpet with broadloom, residential loop, "smart strand" factory finish in "earth tone" color. Refer to Beale Design Guide. - Contractor shall remove and replace tile flooring in bathrooms and kitchen areas with slip-resistant tiles using a matte finish in "earth tone" factory color - Drywall in the bathrooms and kitchen (walls and ceiling) shall be removed and replaced. - Contractor shall remove mold, if found, in walls and ceilings as required. - All bathroom fixtures shall be removed and replace to include all associated piping and drains - All bathroom vanity cabinets shall be removed and replaced. - Existing bathtub shall be converted to stand alone walk in shower (fiberglass 3 wall) - All bathrooms shall have a humidity control exhaust fan installed in shower ceiling - All bathroom areas shall have a heat lamp and humidity ventilation system installed - Bathrooms shall have a light fixture installed above the vanity meeting Beale Design Guide and UFC codes related to bathroom lights. - All bathrooms shall have (1) toilet [shall be fully assembled i.e. handle, seat, flush valve], (1) standalone shower [fiberglass 3 wall, shall include mixing valve and shower head assembly], (1) sink basin, (1) vanity cabinet, (1) shower curtain rod, (1) toilet paper towel holder, (1) personal mirror, (1) medicine cabinet enclosure, (1) towel bar - Contractor shall remove and replace kitchen area gypsum walls - Kitchen flooring shall be the same flooring used in the bathroom for uniformity throughout living quarters - Contractor shall remove and replace fixtures in the kitchen (sinks, drains, water supply and valves), not including appliances. Appliances shall remain and shall not be removed during renovation (stove tops and microwaves). - Interior light fixtures shall be replaced with LED lighting fixtures. - Dormitory walls shall be painted the same color throughout and in accordance with Beal Design Guide specifications. - Water supply lines shall be replaced with copper utilizing UPC for residential living spaces to fit the needs of fixture on toilets, sinks, and showers. - Drains shall be replaced with schedule 80 - 2" pvc pipe on sinks and showers in the bathroom - Drains shall be replaced with schedule 80 - 4" pvc pipe connected to toilet assembly Common Area Buildings 24110 & 24114 - Laundry Rooms 1st, 2nd, and 3rd floors: o Washing machine drains shall be removed and replaced with 3" inch PVC schedule 80 pipe with a sanitary wye connecting to 4" building main drain o Flooring shall be removed and replace using non-slip vinyl tile to match color code describe in the Beale design guide o Walls, doors, door jams, ceiling shall be re-painted to match utilizing the Beale design guide o Windows shall be resealed with silicone based material. - Common area Kitchen: o Carpet shall be removed and replaced using a high traffic material (same as dormitory living quarter) o Damaged title shall be removed and replaced with non-slip tile color shall be according to the Beale Design Guide; earth tone o Sinks, Cabinets, counter tops, drains, oven range shall not be removed o Walls, doors, door jams, ceiling shall be re-painted to match utilizing the Beale design guide o Windows shall be resealed with silicone based material. o Water supply lines shall be replaced with copper utilizing UPC for residential living spaces to fit the needs of fixture on toilets, sinks, and showers. o Drains shall be replaced with schedule 80 - 2" pvc pipe on sinks and showers in the bathroom o Drains shall be replaced with schedule 80 - 4" pvc pipe connected to toilet assembly - Common are Bathrooms Male and Female: o All toilets and sinks, toilet paper holder, mirrors, soap dispenser to include materials associated with fixtures shall be removed and replaced o Walls, doors, door jams, ceiling shall be re-painted to match utilizing the Beale design guide o Gypsum board shall be replaced if there is damage to the existing area o Water supply lines shall be replaced with copper utilizing UPC for residential living spaces to fit the needs of fixture on toilets, sinks, and showers. o Drains shall be replaced with schedule 80 - 2" pvc pipe on sinks and showers in the bathroom o Drains shall be replaced with schedule 80 - 4" pvc pipe connected to toilet assembly HVAC/R Units in Buildings 24110 & 24114 - Contractor shall remove and replace single gas fired (500 MBH) hot water boiler that supplies both buildings to include all fittings, hangers, and piping connections to existing supply lines (in B24112 utility room) - Contractor shall remove and replace hot/cold water heat exchanger and pump systems in each building that supply the individual room fan coil units. - Contractor shall remove and replace all dormitory HVAC fan coil units in each living unit and common area. This includes replacement of associated piping, filters, controllers and ducting. - Fan coil units shall have filtration with a Minimum Efficiency Reporting Value (MERV) of 13 Mold Removal/Mitigation Buildings 24110 & 24114 - Contractor shall remove all mold discovered in the course of renovation. Mold is expected in ceilings/walls of bathrooms and around air handling units. Contractor shall remove all construction debris off site. Beale AFB offers recycling program at the contractor's disposal to utilize. If using Beale AFB recycling center, Beale AFB can provide/remove dumpster on site. Beale AFB recycling program require strict material separation policy. All areas inside the building affected by the installation shall be refinished to meet or exceed prior conditions. This SOW only applies to the West Region.
