The City of Manchester Planning & Community Development Department is soliciting proposals from qualified firms for services related to lead paint inspection/risk assessments and construction management of the City's HUD Funded Lead Hazard Reduction Demonstration Program. Lead Inspection/Healthy Homes Inspection/Construction Management to include miscellaneous services related to the identification of lead and Healthy Homes hazards in a minimum of 220 housing units as well as the clearance of lead hazards in a minimum of 200 housing units to be undertaken over the next 51 months. All lead inspections and risk assessments to be performed by a NH licensed and insured lead inspector/risk assessor. All Healthy Homes inspections/work scopes must be performed/completed in accordance with HUD Policy Guidance 2018-1 and be coordinated with Community Health Workers. The CONSULTANT shall utilize the Healthy Homes Inspection Tool that is included as a part of the Scope of Services. The Scope of Services will primarily include inspections, preparation of work scopes, clearance testing and construction management. Inspection/work scope services in 220 housing units will include but may not be limited to: Healthy Homes Inspections (HHI); lead inspections (LI); Lead Risk Assessments (RA); production of work scopes (SOW) for lead hazard control and health homes hazards; and material specifications for both the lead and Healthy Homes control and/or remediation plans. Lead Exposure Hazard Reduction Plans (LEHRP); and production of SOW for lead hazard control and Healthy Homes hazards. Lead clearance testing and construction management services in 200 of the 220 inspected housing units will include lead clearance testing and construction management of all required contractual and reporting functions in accordance with all applicable regulatory requirements, HUD and New Hampshire Laws. The CONSULTANT will be responsible for the implementation of comprehensive policies and procedures as they relate to LI, HHI, lead testing and construction management. Services shall also include assisting tenants with completing the paperwork required as a part of the application process and providing assistance to endure that units are prepared for the contractor, prior to work commencing. In addition, the CONSULTANT will provide Lead Abatement Contractor and Renovation, Repair and Painting Program (RRP) training to 760 individuals.
