For approximately 71 acres of road brushing, mechanical thinning and slash treatment (mastication thinning) to be completed in 2023. This request describes brushing, precommercial thinning, and associated slash treatment along and within 100 ft (on both sides, where terrain allows) of an ~3.5 mile long gravel/native surface forest road network within the southern portion of the Umatilla Indian Reservation. The area is approximately 23 air miles SE of Pendleton, Oregon and 20 air miles WNW of La Grande, Oregon. The thinning units are located on portions of the Reservation with the legal description of: T2S, R34E: Sections 1, 12, & 13 and T2S R35E: Section 6, 7, and 18 of the Willamette Meridian in Umatilla County. Unit locations and tribal/off-reservation roads to access the properties are highlighted on attached access maps. The primary objective of this treatment is to create/maintain a partially open forest canopy bordering the road. A semi-open canopy allows more sunlight to reach the forest floor to promote herbaceous understory plants, and reduces maintenance needs by allowing moisture to evaporate from roads. Portions of these trails are so overgrown that vehicle access for tribal gathering, natural resource management, and fire suppression is constrained. Opening the tree canopy along roads ("daylighting"), and providing space between ground vegetation and tree crowns will help minimize the spread of wildfires that often start along roads and support fire suppression needs in the event of a wildfire in the area. This thinning treatment will also allow for removal of defective, diseased, and less-desirable species of conifers from the understory, promoting health and vigor of retained trees. Tentative Award Selection (est.): December 19th, 2022 Contract Award (est.): January 9th, 2023 Project Initiation: June 12th, 2023 (start date depends on spring weather) We will require that work begin around June 12 th . 2023 (exact date is negotiable +/- 2 weeks and will depend on spring conditions and soil moisture, as well as contractor availability). Regardless of start date, we require work to begin no later than June 26th, 2023 (to ensure timely completion) and that crews work not less than 30 hours/week on the project until completion. All work under this Agreement, including all reporting requirements, shall be completed by September 15th, 2023. Proposals shall be prepared by computer, or by typewriter. No oral, telephone, facsimile, or handwritten proposals will be accepted. Contractors may submit a written request for clarification via mail or email by December 5th, 2022. The CTUIR will not consider any requests submitted after the time period specified above. Questions regarding this RFP or requests for clarification shall be sent to the RFP contacts. Responses to questions will be provided no later than December 8th, 2022. Any substantive responses or clarifications made by CTUIR to an individual contractor will be made publicly available to all of the contractors in the CTUIR Forestry contact list via email. The CTUIR may request additional clarification from Contractors on any portion of the Proposal. The CTUIR may reject a particular Proposal or all Proposals upon finding that it is in the CTUIRs best interest to do so. The CTUIR may cancel this RFP at any time upon finding that it is in the CTUIRs best interest to do so After expiration of the seven (7)-calendar day selection protest period and resolution of all protests, the CTUIR will proceed with final award Travel into and out of area in late fall/winter is constrained by weather and snow accumuluation, as most roads are not plowed/maintained in winter. An ATV/UTV is recommended. All maps embedded in this RFP (Attachment A) can be made available as a georeferenced PDF upon request (Email Request to: andrewaddessi@ctuir.org). Georeferenced PDF maps can be used with free software such as Avenza Maps on handheld devices that use Android or iPhone operating systems. The CTUIR reserves the right to investigate the references and past performance of any Contractor with respect to its successful performance of similar services, compliance with RFP and contractual obligations, and its lawful payment of suppliers, sub-contractors, and employees. The CTUIR may postpone award or execution of the contract after the announcement of the apparent successful Contractor in order to complete its investigation. The CTUIR reserves the right to reject any proposal at any time prior to the execution of any resulting contract. The CTUIR reserves the right to amend the resulting Contract from this RFP. Amendments could include but are not limited to, changes in the statement of work, extension of time and consideration changes for the Contractor. All amendments shall be in writing and signed by all approving parties before becoming effective. Only the CTUIR has the final authority to execute changes, notices or amendments to the Contract.
