Site work for a playground / park / athletic field in Williams Bay, Wisconsin. Completed plans call for site work for a playground / park / athletic field.

All bidders of materials, services, and equipment will be required to post Performance Security as described in the Invitation to Bidders. The Village of Williams Bay reserves the right to reject any or all bids, parts of any or all bids, or to waive technical errors or omissions in bids. Purchase and Construction of Tennis and Basketball Courts at The Village-Owned Park Off Theatre Road Questions concerning this Invitation to Bid shall be submitted, in writing, to Becky Tobin, Village Administrator. Questions shall be received by 12:00 noon (local time), November 22, 2022. Questions shall be emailed to admin@williamsbay.org. If necessary, answers to questions will be provided to all specification holders in the form of an addendum. Construction shall be in the spring of 2023 and be completed no later than May 31, 2023. Contractor shall coordinate the start date with the Village Administrator. This project consists of constructing two (2) tennis courts and two (2) half basketball courts. The total area is approximately 18,200 S.F. Project will include fencing, net posts, goal posts, nets, hoops, lighting, and landscaping. 1. Project Management: This work includes responsible daily onsite management of the project, drawings for local building permits, plan printing, dust protection, site protection, signage, general job site cleanup, and project insurance. Complete administrative management throughout the project and complete documentation expected at completion of the project. 2. Excavate grass and dirt to establish sub-grade. Export to the Village fill site, nearby. There is to be a 1% cross slope for tennis courts and flat at the basketball area. Compact sub-grade. 3. Install 8" crushed stone base. Laser-grade for 1% slope east and flat west; 0% slope north/south tennis courts. Fine grade and compact. 4. Hot asphalt pave 3 1/2" average compacted thickness in 2 layers, on separate days. Stagger paving joints. Includes 12.5 mm binder, 2" thick and LT-9.5 mm surface, 1 1/2" thick. 5. Install 4 coat acrylic color surface for 2 tennis courts. Includes 2 coats of black textured acrylic resurfacer and 2 coats of Pro-Blue play areas, Medium Green foul areas. All coats to be cross applied. All material is 100% acrylic base. 6. Layout and install white masked tennis lines, blended yellow pickleball lines, two (2) sharing the same net. 7. Layout and install two (2) half-court basketball lines on unsealed asphalt with airless sprayed white lines. 8. Two (2) steel 10 feet tall basketball baskets, fan-shaped, rust-free backboard has support braces for stability. Steel double-rim goal with no-fail net lock system has a steel backplate. Pole provides 48-inch safe-play area and is buried 48 inches into the ground. 9. Install two (2) regulation tennis court nets. High performance 42ft tennis nets (regulation doubles). Materials should include heavy duty 3.5 mm braided HDPE net twine & features and quad-stitched optic white headband. An 8kg net conforms to ITF Tournament Regulations. 10. Install 464' of 10' high galvanized chain link fence, with 1 5/8" top rail. Chain link fabric galvanized 9-gauge wire, 2' mesh. Line posts 2" OD, 2240 galvanized steel pipe, spaced 10' on center, driven 4'. 2-3" OD. 2240 galvanized steel pipe, end posts, driven 5'. Fence is only around the tennis courts. Fence should include a gate on the south end of the tennis courts. 11. Landscaping around the perimeters shall include applying topsoil if needed, leveling off the dirt, and planting grass seed. 12. Install electricity from the concession building to the new courts. 13. Install a minimum of six (6) light fixtures for the tennis courts and minimum of four (4) light fixtures for the basketball court. All lighting should be LED Sports lights mounted to a pole. Lighting system shall include push button court lighting controls and glare shield visor to limit light pollution.
