PERFORMANCE WORK STATEMENT 659-23-1-6047-0008 Any proposals MUST include ALL work to provide a complete and finished product. When work is completed with this project, it is expected the Government will be able to take full benefit of the finished product without additional work required PLACE OF PERFORMANCE: W. G. Hefner Medical Center, 1601 Brenner Ave. Salisbury, NC 28144 PERIOD OF PERFORMANCE: November 21, 2022, through November 20, 2023, Base Year November 21, 2023, through November 20, 2024, Option Yr. 1 November 21, 2024, through November 20, 2025, Option Yr. 2 November 21, 2025, through November 20, 2026, Option Yr. 3 November 21, 2026, through November 20, 2027, Option Yr. 4 ELECTRONIC SPECIFICATIONS AND DRAWINGS: There are no drawings or specifications required. SPECIFICATIONS FOR GUARANTEE PERIOD SERVICES: Planned maintenance to be performed during normal business hours (7:00 a.m. - 5:00 p.m. Monday thru Friday). CONTRACTOR TRADE: A professional mechanical contractor will bid as prime contractor. SECURITY: The C&A requirements do not apply. This acquisition does not require services that involve connection of one or more contractor-owned it devices (such as a laptop computer or remote connection from a contractor system) to a VA internal trusted (i.e. non- public) network. A Security Accreditation Package is not required. Technical requirements: 1. Comprehensive service contract that covers the replacement and repair of all parts, components, refrigerant, oil, and other materials that may be needed. 2. Cover all labor to diagnose, repair and replace failed components covered under this contract. 3. Provide emergency service and minor repairs seven (7) days a week 24 hours a day 36C24623Q0082 Page 7 of 73 4. Provide the following preventative maintenance procedures as a part of this contract. - Oil analysis once a year - Annual visual inspection of condenser tubes including removal of heads, annual brush cleaning of condenser tubes, annual cleaning on condenser coils on air cooled chillers, replace belts on equipment with belts, and all materials and supplies required to carry out these procedures. - Disposal of all used refrigerant they remove from equipment. - Required to submit written reports on all repairs and preventive maintenance completed and refrigerant recovered. - Centrifugal Chillers will have one annual inspection consisting of leak testing, Meg the 36C24623Q0082 Page 8 of 73 Compressor, motor and oil pump motor, clean oil strainer, replace filter and gasket where required, tighten oil heater leads, check the operation of vane positioners, change compressor oil as indicated by analysis, check condition of chiller starter contacts, and inspect overloads, mechanical trips, and verify settings of electronics. - There will be three scheduled maintenances performed during operation consisting of inspecting operating and safety controls, checking the operation control circuit, log of temperatures, voltage, and amperage, check entire lube system, check motor and starter operation, check refrigerant and oil levels, check shift logs and discuss the operation of the equipment. SITE VISIT A site-visit will be held on Thursday, October 27, 2022, at 09:00AM Eastern Time. Potential offerors shall contact the Contracting Officer, via email (daniel.spaulding@va.gov), to notify the Contracting Office of their interest in attending, no later than Wednesday, October 26, 2022, at 05:30PM Eastern Time. During the site visit, all questions shall be held for later submission to the Contracting Officer, Daniel Spaulding, at daniel.spaulding@va.gov. Attendees will sign in at the start of the site visit. Attendees shall arrive up to 15 minutes early to avoid missing their opportunity to attend. The site visit will begin promptly, at the listed time. The site visit will begin from Building 21B, Room 117, Salisbury VA Medical Center. See attached Campus Map. 36C24623Q0082 Page 51 of 73 4. TECHNICAL QUESTIONS Offerors should submit all technical questions regarding this solicitation to the Contracting Officer in writing via email on or before 05:30PM Eastern Time, Thursday October 27, 2022. No questions will be accepted after that date. All responses to questions, which may affect offers, will be incorporated via a solicitation amendment to the Request for Quote. 5.
