36C25623Q0053 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, in conjunction with FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis solicitation number is 36C2563Q0053. It is issued as a Request for Quote (RFQ). Please note a sources sought notice was previously posted under 36C25622Q1417. This combined synopsis/solicitation replaces 36C25622Q1417. The Government anticipates awarding a contract for a base plus four option years resulting from this solicitation. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-08 effective 23 September 2022. This requirement is competed as a Total set-aside to Service-Disabled Veteran-Owned Small Businesses under the North American Industry Classification System 541620 Environmental Consulting Services, and the Product Service Code (PSC) is J046 Maintenance, Repair, and Rebuilding of Equipment - Water Purification and Sewage Treatment Equipment and the business size standard is $16.5 million. To be considered for award, all Sellers must be manufacturer federally authorized distributors/resellers of the equipment/services they are offering with a demonstrated capability of delivering the entire order within the timeframes specified by the Buyer on the award. Sellers shall be required to provide documentation as proof of authorization to be considered for award. Network Contracting Office (NCO) 16 is seeking to establish potable and utility water management, testing, treatment, and monitoring services necessary to protect all VHSO water systems for steam, chillers, cooling towers, hydronic heating water, potable water, and Sterile Processing Service (SPS) at the Veterans Health Care System of the Ozarks located at 1100 North College Avenue, Fayetteville, Arkansas 72703. Service Contract Act Wage Determinations applies to this acquisition and will be incorporated into the resulting contract. The Wage Determination is included with this solicitation as an attachment. Quotes in response to this combined synopsis/solicitation are due before 8:00 A.M. Central Standard Time (CST) on November 16, 2022. Quotes shall be submitted in writing and sent by email to arlene.blade@va.gov (Arlene Blade, Contract Specialist). Questions must be submitted before 4:00 P.M. (CST) on November 8, 2022. If questions are received, they will be posted with all questions and answers to the same announcement. All quotes shall remain valid for 120 calendar days. The person must have the authorization to obligate the company in this matter. The contractor will provide all required documentation pursuant to 52.212-2 Evaluation Criteria of Combined Synopsis.
