This is a non-personal services contract to provide Access Control Monitoring Services (ACMS). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in tum is responsible to the Government. 1.1. Description of Services/Introduction. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform ACMS as defined in this Performance Work Statement except for those items specified as Government furnished property and services. All contractor provided supplies, materials, and equipment to be used in the work described herein are subject to the approval of the COR. 1.2. Background. Headquarters, U.S. Army Central Command (USARCENT) occupies Building 1947 (Patton Hall), 1 Gabreski Drive, Shaw AFB, South Carolina. With the ever present threat of all-hazard incidents, to include but not limited to, natural, manmade, and technological disasters, CBRNE and accidents on or affecting military and Government facilities and personnel, particularly those with missions impacting in the USARCENT Area of Concern, it is critical to maintain contracted personnel to operate and monitor the security systems installed to preclude access to, exploitation of or danger to Building 1947, and the personnel who work and visit therein. Until 2002 military personnel fulfilled the mission to monitor and control access to the headquarters building; however, the use of "borrowed military manpower" support in order to meet this purpose diverted talent from other critical missions and became increasingly counterproductive. With the use of electronic security technology and security procedures to enhance physical security of and control of access to Building 1947, contracted access control personnel can continue to replace the borrowed military manpower previously committed to access control as contractor is monitoring and reporting. 1.3. Objectives. The Contractor shall provide non-personal services support, in the form of Access Control Monitoring Service Specialists (ACMSS), to assist the Commander, Headquarters and Headquarters Battalion, USARCENT by providing the following basic service objectives: 1.3.1. Monitoring and operating electronic Access Control system, Security System, Closed Circuit Television systems and manual processes that support the access control of the facilities. 1.3.2. Facilitate access to the facilities by military and civilian employees whose place of duty is therein and by personnel who have validated visit requirements to conduct business or provide support within the headquarters building. 1.3.3. Support the Command's access key control, Random Anti-Terrorism Measures (RAM), and property pass programs. 1.4. Scope. ACMS include monitoring and operating electronic security systems and manual processes that facilitate the access control and security of Building 1947. The contractor shall accomplish these services in accordance with the specific requirements of this performance work statement (PWS) and in W9124722R0096 Page 10 of 80 full compliance with DOD, U.S. Army, Installation (Shaw AFB) and organizational (USARCENT) policy, directives, orders and guidance. POP 01-FEB-2023 TO 14-FEB-2023 Period of Performance. The period of performance shall be for a 14 day Phase-In Period, one (1) Base Year period of 11 months and four (4) 12-month option periods.
