Renovation of a water / sewer project in Hammond, Indiana. Completed plans call for the renovation of a water / sewer project.

General Description of Work The above designated work and improvements referred to as Construction of the Replacement of Flocculation and Sedimentation Removal Systems in Plant No. 2 on which bids are requested will include in general the following construction: o The removal of all existing flocculation and sedimentation equipment in Plant No. 2 o Install new flocculation equipment in Plant No. 2 basins o Install new sludge collection equipment, both longitudinal collectors and cross-collectors in Plant No. 2 basins o Install new tube settlers and access walkway system in Plant No. 2 basins o Removal of existing rapid mixers; repair and patch rapid mixing basin walls o Install new static mixers on existing 30-inch diameter pipe sections o New electrical connections to installed equipment No bid will be considered unless it is made on the bid form which is included in the Project Manual. All work must be constructed while maintaining the access to and from and operation of existing facilities. All work shall be performed as indicated on the Contract Documents and shall include all work necessary for a complete operating installation. Copies of the Bidding Documents are on file and are available for inspection at the office of the Owner at the Hammond Water Works Department, 6505 Columbia Avenue, Hammond, Indiana 46320 and at the office of: AECOM, Inc. 303 East Wackr Drive, Suite 1400 Chicago, IL 60301 Reference shall be made to said documents for full particulars respecting the work to be performed. Each Bid shall be accompanied by a certified check payable without condition to the City of Hammond Water Works Department, or a satisfactory bid bond prepared on the form attached hereto, duly executed by the Bidder as principal and a surety company authorized to do business in the State of Indiana, in an amount not less than five percent (5%) of Bidders maximum Bid price as a guarantee that the Bidder will within ten (10) days after the date of the award of a contract execute an Agreement and file bonds and insurance as required by the Bidding Documents if their Bid is accepted. If the Successful Bidder fails to execute and file an Agreement, bonds and insurance as required by Bidding documents, the amount of the security submitted with their Bid shall be forfeited, not as a penalty, but as liquidated damages.No Bid shall be withdrawn after the opening of bids without the consent of the Owner, for a period of ninety (90) days after the scheduled time of opening bids.The bid securities of all bidders, except the securities submitted with the three lowest acceptable bids will be returned within a 15-day period following the time of the opening of the bids. The bid securities of the three lowest bidders will be held until the Agreement has been executed by the successful bidder and he has filed with the Owner the required bonds and insurance, after which bid securities will be returned to the three (3) lowest bidders. Each bid shall be accompanied by a letter from a surety company, licensed to do business in Indiana, stating that it will execute the required bonds for the bidder upon award of the contract. The successful bidder will be required to furnish a satisfactory Performance Bond and Payment Bond in the sum of the full amount of the contract.In addition, each bid shall be accompanied by a letter from the bidder's insurance representative, certifying that said insurer has read the insurance requirements as set forth in the Supplemental and General Conditions of the Contract, and will issue the required policies. It is the intention of the Owner to award a Contract only to a bidder who furnishes satisfactory evidence that they have requisite experience and ability and that they have sufficient capital, facilities, and plant to enable them to prosecute the work successfully and promptly, and to complete the work within the time named in the bidding documents. This evidence, as set forth in the Bid Form, shall be submitted with the Bidder's Bid. In determining who is the most responsive and responsible bidder, the Owner will consider the Total Base Bid made, the Base Bid for each Phase, and all other relevant facts or matters mentioned in the Contract Documents of which the Owner may legally consider in determining who is the most responsive and responsible bidder. The Owner reserves the right to reject any Bid for failure to comply with all requirements of this notice or any of the Bidding Documents; however, it may waive any minor defects or informalities at its discretion. The Owner further reserves the right to reject any and all Bids or to award a contract which, in its judgment, is in the best interest of the Owner.
