The Muskogee City-County Port Authority (Port Authority) is requesting qualifications from a professional firm for consulting, architectural, engineering and planning services. The Port Authority is an agency of the State of Oklahoma (Title 82, Oklahoma Statutes, 1961, Sections 1101, et seq, as amended), and our records are subject to Open Records Act requests pursuant to Oklahoma Statutes. Please be assured, however, that during the selection process, the content of your proposal will only be available to members of the Port Authority Board and appropriate staff members. Description Port Muskogee is a 400-acre inland river port and industrial park providing year-round barge cargo handling and transportation services to industries in Oklahoma and surrounding states. Located in Muskogee, Oklahoma, Port Muskogee sits at mile marker 393 on the 445 river-mile long McClellan-Kerr Arkansas River Navigation System. From Muskogee, barges are pushed by towboats through 16 locks and dams to reach the Mississippi River for delivery to various inland ports or to the Port of New Orleans for direct transfer to ocean-going ships. Management The Muskogee City-County Port Authority was formed by agreement between the Muskogee Board of County Commissioners, with a thirteen-member Board of Directors. Board members are appointed to a four-year term, with six members selected by the City of Muskogee and seven by the Muskogee Board of County Commissioners. The Board elects its own officers annually with the chairman normally serving two consecutive one-year terms. These private sector volunteers are typically local business or community leaders. Daily management responsibility for the Port resides with the Port Director who is hired by the Port Authority. The Director currently has a staff of eleven people. The Port staff serves as developer and landlord to ensure that the industrial growth is consistent with the Port Authority's master plan of development, land lease covenants and restrictions. The Port Authority's principal objective is to attract industries that will further diversify and strengthen the regional economy, with priority given to those anticipating a need for waterway transportation. Whenever possible, the Port Authority utilizes private firms to operate Port facilities and equipment including switch boats. History The Muskogee City-County Trust Port Authority is an Oklahoma public trust with the Port Authority as its beneficiary and was created to facilitate industrial revenue bond financing for Port industries. The Trust's thirteen Trustees are appointed to a four-year term by the Port Authority and confirmed by both the City of Muskogee and the Muskogee Board of County Commissioners. Sources of Revenue Income is primarily derived from land leases, per-ton throughput charges on barges handled anywhere along the Port's 3,000 feet of navigable waterfront and barge fleeting and railcar switching charges. Over the years, the Port has received grant-in-aid funding from various federal and state agencies to assist in construction projects. Status of Current Development The Port currently handles over 750,000 thousand tons of cargo by water each year and has handled more than 25 million tons since receiving its first barge on January 3, 1971. Typical cargo includes large volumes of bulk and break-bulk commodities, including containers, steel pipe, coil, plate, beam, sand, salt, feldspar, clay, granite fines, coal, coke, fertilizer, grain, paper, scrap, glass and ore. There are 14 local industries that depend on access to the Port and Waterway. These industries have invested more than $2 billion in their facilities and have created more than 2,500 jobs with a combined payroll in excess of $125 million. An estimated $22 million has been invested at the Port to date, and more than $246 million by the private sector. To date, the Port owns and maintains approximately 5 miles of paved streets; 7.4 miles of rail; one 35 ton; two 10-ton overhead cranes; One 60-ton mobile crane; 18,000 SF heated transit shed with sprinkler system; 76,000 SF storage warehouse with overhead cranes; 8,400 SF storage building for coverall storage; mooring and trans-loading dolphins; and, several miles of underground storm sewer. Electrical service is provided by OG&E and natural gas by ONG, both of which the Port has a good working relationship with. The Port Authority is currently in the middle of two major capital improvement projects totaling more than $23 million and was recently awarded a $23.9 million Port Infrastructure Development Program Grant to rebuild waterfront infrastructure. Looking forward, the Port will focus on replacing critical infrastructure, rehabilitation of port owned streets, addressing port security needs, rail infrastructure, and miscellaneous infrastructure improvements projects. Governing Law This work is subject to the terms and conditions of: The State of Oklahoma Title 61, The Oklahoma Competitive Bidding Act of 1974. Evaluation Criteria The proposals received will be evaluated by a committee to determine the most qualified based on: Consulting, Architectural, Engineering and Planning Services. Based on the review of these qualifications, on November 16, 2022, the Port will select the top three firms and request that each firm make a formal presentation to the Port Authority's Procurement Policy Committee. All presentations will be on the same date at different times and will occur on November 18, 2022. This committee will make a final recommendation regarding award of the architectural, engineering and planning services contract to the Port Authority Board at the December 20, 2022, meeting. We would prefer you limit your formal proposal to twenty (20) pages. Pre-printed supplemental information regarding your firm and its capabilities is welcome in addition to your proposal. Deadline for Submission Preparation and submission of your qualifications is to be without charge to the Port. All submissions must be sent via carrier with a verifiable tracking system.
