Demolition, site work, new construction and renovation of a multi-residential development in Charleston, South Carolina. Conceptual plans call for the demolition of a multi-residential development; for the construction of a multi-residential development; for the renovation of a multi-residential development; and for site work for a multi-residential development.

Housing Authority of the City of Charleston (CHA) invites qualified real estate development consultants (each a Proposer) to submit proposals for the redevelopment of its Cooper River Courts and various other sites public housing development (Development). The Cooper River Courts Development comprises 216 units of federally subsidized public housing in two story buildings of Concrete and brick construction built in 1952. The site is located on approximately 12.9 acres and the project will likely include the demolition of approximately 125 units of public housing located adjacent to Cooper River Courts and currently known as Meeting Street Manor. The deadline for inquiries or requests for modifications is Monday, November 21, 2022 at 12:00 p.m. A CHA selected committee will evaluate proposal packages submitted. Evaluation factors include, Qualifications, knowledge and expertise in RAD and/or general affordable housing development and practicality of approach to providing services 30%; Prior experience in RAD and/or general affordable housing development 25%; References 10%; Fee Proposal 30%; Section 3 Business and/or Documented Section 3 Outreach Plan 5%. Total possible percentage 100%. CHA will select based on the proposal that is most advantageous to CHA when both technical evaluations and fees are considered. This project is federally assisted and will obligate the ultimate awardee not to discriminate in employment practices and otherwise to adhere to applicable federal requirements. Minority and women owned business are encouraged to respond. CHA reserves the rights to retain all proposal packages submitted and use any idea in a package regardless of whether the package is selected. CHA reserves the right to waive irregularities and to reject any and all proposals. The method of contractor selection has not been determined at this time.
