Job No. V-93-001-23, Various Phase III Projects, Various Routes, Various Counties, Region Two/District Three. This project requires 32% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on January 30, 2023, at 10:00 AM at the Region Two/District Three Office in Ottawa. Phase III engineering services are required for material inspection and oversight as captioned below. Phase III engineering services may be required for material inspection, material testing, material documentation and certification, preparation for Pay for Performance (PFP) and Quality Control for Performance (QCP) Hot-Mix Asphalt (HMA) resurfacing projects and any other duties required to perform quality assurance material testing for the District. It is expected that the Consultant and/or Subconsultant provide two (2) to five (5) individuals reporting to the District Three headquarters in Ottawa and/or District Three Materials Labs in Kankakee and Pontiac up to five (5) days per week or potentially part time depending on need. These individuals may be assisting with material lab work, HMA lab work, Mixtures unit work, and/or materials certification and documentation at the direction of the District Three Materials Engineer and Project Implementation Engineer. The individuals should be knowledgeable in the Departments Construction and Materials Management System (CMMS) and have appropriate certifications for any testing or documentation being performed. In addition, the Consultant and/or Subconsultant may be asked to provide HMA laboratory testing services for QCP and PFP HMA projects utilizing the Consultants and/or Subconsultant's laboratory, equipment and personnel. HMA laboratory services may also be utilized for Quality Control/Quality Assurance (QC/QA) HMA projects and performing Tensile Strength Ratio (TSR) testing on HMA pavement cores obtained for investigative purposes. The completion date for this contract will be 60 months after authorization to proceed. The Prime firm must be prequalified in Special Services (Quality Assurance HMA & Aggregate) to be considered for this project.
